QATAR ENGINEERING – CONSTRUCTION WLL (QCON)
Qatar Engineering & Construction Company (Qcon) is the leading National EPC & Maintenance Contractor in the Oil & Gas, Petrochemical, Fertilizer and Power industries. Since 1975, Qcon has contributed immensely to the hydrocarbon infrastructural development in Qatar.

Qcon employs over 5,000 skilled personnel on permanent basis that are supplemented by short-term personnel as required to meet project needs. Qcon currently seeking candidates for the following positions :

1. Mechanical Engineer (P&M) – 1 Position
Overview:

To asset, troubleshooting and follow up the execution of day to day preventive and corrective maintenance activities related to mechanical of all equipment in workshop

Primary functions:

• Respond to all breakdown and asserting troubleshooting by following up manuals procedures and ability of reading schematics

• Diagnose and trouble shoot problems, give recommendations for repairs and make all critical engine repairs and adjustments.

• Complete related paperwork and access databases required to complete job (work order, parts order,) accurately and timely.

• Diagnosing faults by implementing test procedures with correct testing tools, in depth knowledge of basic hand tools, air tools, precision measuring tools and instruments, lap tops, diagnostic software could be an advantage and knowledge in cranes and rigging equipment.

• Investigate equipment failures and difficulties to diagnose faulty operation, and to make recommendations to maintenance crew.’

• Remove and install parts, disassemble and assemble components, test and adjust assemblies with ability to self-monitor work quality.

• Measuring performance of mechanical components, devices and engines.

• Oversee installation, operation, maintenance, and repair to ensure that machines and equipment are installed and functioning according to specifications.

• Test and verify correct operation of all repairs and emission adjustments.

• Keeps equipment operational by coordinating maintenance and repair services; following manufacturer’s instructions and established procedures; requesting special services.

• Work safely and follow all QCON safety policies and procedures

Qualifications/Experience:

• Bachelor degree in Mechanical Engineering

• 5 years of related maintenance experience

• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence and ability to speak effectively before groups of customers or employees of organization.

• To perform this job successfully, an individual should have knowledge of Database software; Internet software; Manufacturing software is essential and Order processing systems.

2. Lifting Engineer – 4 Positions
Pre‐requisite Qualifications:

• Lifting Engineer must be well versed with all aspects of rigging and lifting services and must have good and proven experience in the supervision of safe operation of lifting equipment and heavy critical lifting in live plant areas within LNG installation or Petrochemical industries.

• Hands on Experience in heavy /critical lift Supervision, Capacity Assessment of selected cranes and rigging gear, knowledge of various rigging methods, knowledge of equipment maintenance and inspection procedures and also should have vast knowledge of rigging /Lifting requirements in large Oil & Gas operating plants including non‐plant industrial areas.

• Prepare and analyze Lifting plans in AutoCad, lifting and rigging procedures for all lifting

• activities performed in QCon, and when required approve rigging and lifting study / plan Reports, Sketches, Method Statements and Job Safety Analysis (JSA)

• Must have good understanding of Working Procedures, International Standards and Safe & Sound practices pertaining to lifting equipment and cranes.

Duties Performed:

• Prepare and analyze Lifting plans, lifting and rigging procedures for all lifting activities performed in QCon, and when required approve rigging and lifting study / plan Reports, Sketches, Method Statements and Job Safety Analysis (JSA).

• Attends the risk assessment meeting, and address the risks identified by the Risk Assessment Report; identify the resources required so that the rigging and lifting operation is carried out safely.

• Coordinate with QCon QA/QC Section for obtaining the certification and approval of lifting equipment and personnel.

• Leads and supervises the rigging team to ensure that Lifting activities are performed safely and comply with QCon Procedures.

• Provide Onsite verification for critical lifts as per the rigging and lifting study reports, sketches, method statements, job safety analysis (JSA) and the approved inspection and testing procedures.

• Ensure that all the lifting gears and lifting equipment are inspected and certified before use and that all lifting equipment used has the required capacity for the safe execution of the lifting operation.

• Review and approve all the lifting plan and procedure as directed by Company which include critical and heavy lifting activities.

• Cascade Rigging and Lifting Inspection & Testing Plan, advance instruction with Rigging and lifting team and assign duties as required.

• Foresee and prepare comprehensive lifting plan (installation and removal) for serviceable equipment on QCon Assets for on‐going and future maintenance or support works. This also includes the preparation of Contingency Plans

• Prepare Electronic Tracking Record for lifting equipment and lifting gears.

• Prepare QCon Induction Training Modules for rigging and lifting crews.

• Onsite verification of the requirements of the Approved Rigging and Lifting Study Reports, Sketches, Method Statements and Job Safety Analysis (JSA).

• Receives instruction from and reports to the respective QCon Maintenance Services representative or his delegate.

• Ensure that all rigging and lifting activities are planned and executed as per the requirements of relevant QCon Procedures.

• Plan, supervise and execute heavy and critical lifts as per the critical lift plan.

• Read and understand lifting equipment load chart with reference to the lifting plan.

• Ensure that all personnel from the Rigging & Lifting Contract meet the requirements of QCon and are competent enough to execute the lifting operations in a safe manner.

• Ensure all rigging and lifting activities comply with QCon SE&Q Policy & Procedures, Permit to Work Systems (PTW), H2S/BA and full commitment to safe work practices.

Minimum requirements:

• Must be well versed with thorough knowledge of rigging and lifting operations in large Oil & Gas Plants, including heavy and critical tasks with proven track record, preferably in LNG Plants.

• Completed Bachelor in Mechanical Engineering, or equivalent degrees qualifying certificates in Rigging & Lifting from an internationally recognized Institution.

• A Minimum of 15 Years’ Experience in supervisory position handling heavy and critical lift operations in petrochemical, Oil & Gas industry, preferably in LNG Plants.

• The ability to produce, review and approve Calculations, CAD Drawings, Lifting Study Reports, Method Statements, Job Safety Analysis (JSA), Reports… etc. for all rigging and lifting operations (large or small).

• The ability to communicate effectively and work under minimum supervision.

• Working knowledge of all relevant regulations, procedures and instructions.

• Good written & oral skills in English.

• Good personal, supervisory, written and presentational skills

3. Mechanical Foreman – 3 Positions
Overview:

• To ensure that the workers (mechanics, electricians etc…) are carrying on work as per schedule and plan.

• Allocate the duties to the workers according to their capabilities.

Primary functions:

• Assists workshop supervisor in maintaining the workshop/site ensures proper managing of equipment and manpower.

• Allocates jobs to appropriate service personnel keeping in view the nature of repairs and the mechanic/electrician specialization to ensure proper quality of repair.

• Ensures that repairs are conducted in accordance with OEM specifications and within the standard prescribed time.

• Provides guidance and training to personnel at the site/ work shop to originate a productive and efficient team.

• Provides technical support to staff.

• Performs other duties as required

Qualifications/Experience:

• Requires a high school diploma or equivalent with 3-5 years ’of field experience

• English literate,

• With Gulf Experience will be an added advantage.

• Knowledge of supervisory principles and practices.

• Skill in organizing work activities and people.

• Age between 22-45 years, active, good health ,strong personality

4. Equipment Operator
a) Bulldozer Operator – 4 Positions

b) Grader Operator – 4 Positions

c) Loader/Roller/Skid Operators – 19 Positions

d) Backhoe Loader Operator – 10 Positions

e) Forklift/Tele handler Operator – 12 Positions

f) Heavy Driver (Trailer) – 20 Positions

g) Excavator Operator – 18 Positions

h) Manlift – 10 Positions

i) Crane Operator – 10 Positions

Purpose and Scope

Responsible for operation of plant mobile equipment (Crane, Forklift, Man Lift, Heavy Duty Truck, electric overhead cranes, gantry cranes, monorail hoist, Backhoe, Excavator, Buldozer, Loader, Grader) and from time to time offshore platform mounted crane.

Performs the duties as per instructions of supervisor or foreman.

Duties Perfomed

• Receives instructions and work orders from supervisor.

• Check the weight and size of the load to be lifted, set up the crane for lifting in acceptable condition (safe operating radius and in its heights load capacity as specified by crane load, boom charts and quadrant position.

• Receives cranes signals from a designated banks man / rigger and initiates a lift as required in crane and rigging operation in carrying out maintenance task / job.

• Check the weight and size of the load to be shifted, set up the truck or trailer in loading acceptable condition and position. For all the loads proper latching to be done before shifting the load.

• Operate forklift and undertake loading and offloading of equipment and materials on and off Lorries / trailers, stocking of materials for storage, issuing and release inside workshop(s) and / or yard(s).

• Drives, Truck & Trailer in specific speed limits of respective roads. No speeding and overtaking is allowed for Crane, Forklift and / or Trucks & Trailers.

• Perform daily pre–operational inspection / checks as instructed / mentioned in crane/forklift/man lift/truck daily checklist prior initial use and fill–up vehicle log form provided.

• Identify and report to heavy equipment mechanic / rigging supervisor any potential defective in crane, forklift, man lift or truck parts and / or components showing excessive wear, damage etc. that might affect personnel, the crane, forklift, man lift, truck or other equipment.

• Never in any circumstances operates a crane, forklift, man lift, truck and the likes in an unsafe, unacceptable working condition or with defective parts or component.

• Perform other duties as directed.

Minimum Requirements

• Be at least 25 years of age and above. Maximum 45 years old

• Completion of secondary education or equivalent.

• Have minimum 5 years’ experience as equipment operator.

• Be capable of reading and understanding the English language sufficient for the safe operation of the equipment.

• Equipment operators are obliged to use only equipment for which they have received training / Instructions, and to use it in the manner in which they have been trained.

• All mobile equipment shall be driven or operated by a person holding a valid Qatari driving license.

• Additionally for all mobile lifting equipment shall be driven or operated by a person holding certificate of competence issued by Certifying Society or Internationally recognized body acceptable to COMPANY.

5. RIGGER – 15 Positions
Purpose and Scope

Performs a variety of Rigging including setting up of Rigging equipment giving signal to Crane Operators. May also participate with others in performing Rigging work.

Duties Performed

• Receives instructions and work orders from Rigging Foreman or Rigging Supervisor and arranges for material, tools and equipment as necessary.

• Undertakes Rigging of all lifts according to good rigging practice and safety of lifts.

• Directs Crane Operators when cranes are being utilized for lifts to transport and erect rigging equipment on SITE from the Rigging loft and returns equipment on completion of work.

• Rigs and operates pull lifts, chain blocks, rope blocks, pneumatic / electric winches and re‐ rigs cranes and hoist as required, and performs routine greasing of wire cables associated with such equipment.

• Performs Rigging duties on dismantled process equipment, such as heat exchangers, condensers, large valves, pipe work, etc. Includes removing and replacing tubular and other damaged parts as directed.

• Performs first line inspection to ensure that damaged Rigging equipment is not utilized in lifts but returned to Rigging store.

• Performs other related duties such as maintaining all Rigging equipment in good condition, ensuring that Rigging equipment is not misused on SITE, assisting in statutory testing of Rigging equipment as directed etc.

Minimum Requirements

• Be at least 21 years of age and above.

• Must be highly skilled with minimum 3 to 5 years’ experience in Rigging work in Oil and gas or Petrochemical Industry.

• Capable of reading and understanding the English language sufficient for the fulfilment of their function in a safe manner.

• Physically fit with regard to eyesight, hearing, reflexes and ability to handle lifting gear and equipment. A person with any physical disability cannot work as a Rigger.

• Safety oriented.

• Understands mobile crane load chart & International / standard lifting signal.

• Be trained and holding a valid certificate of competence issued by Certifying Society or an internationally recognized body acceptable to COMPANY.

• Minimum three (3) days training for fresh hands and two (2) days for the refreshers.

• Refer and Comply to Company Procedure Code‐ of practice for lifting equipment 02.18.20.10

Note: Certifying Society shall verify the physical requirements before approving the candidates as a Rigger. Validity of certification shall not exceed 3 years.

6. SPMT Trailer Operator – 10 Positions
Purpose and Scope

Responsible for operation of SPMT trailers

Performs the duties as per instructions of rigging supervisor or rigging foreman.

Duties Performed

• Receives instructions and work orders from rigging supervisor.

• To ensure that the assigned equipment are kept clean, tidy and in a good working conditions at all the times.

• Assemble / dismantle the equipment in a safe manner and in accordance to the scope of work

• Ensure the equipment operations are in good order.

• Ensure the all required documents are available with the equipment.

• Check the weight and size of the load to be lifted, set up the trailer for loading in acceptable condition

• Ensure all the loads shall have proper latching before shifting the load.

• Drives SPMT Trailer in specific speed limits of respective roads. No speeding and overtaking is allowed.

• Perform daily pre–operational inspection / checks as instructed / mentioned in SPMT TRAILER daily checklist prior initial use and fill–up vehicle log form provided.

• Identify and report to heavy equipment mechanic / rigging supervisor any potential defective in trailer parts and / or components showing excessive wear, damage etc. that might affect personnel, the trailer, load or other equipment.

• Never in any circumstances operates a trailer and the likes in an unsafe, unacceptable working condition or with defective parts or component.

• Perform other duties as directed.

Minimum Requirement

• Be at least 21 years of age and above.

• Completion of secondary education or equivalent.

• Have minimum 3 years’ experience as lifting equipment operator.

• Sufficient skills and knowledge for operating trailers.

• Capability to understand manufacturer instructions.

• Capability to understand traffic signs

• Shall poses Manufacturer’s training certificate.

• Be capable of reading and understanding the English language sufficient for the safe operation of the equipment.

• SPMT operators are obliged to use only equipment for which they have received training / Instructions, and to use it in the manner in which they have been trained.

• Be physically and medically fit with regard to eyesight, hearing, reflexes and ability to operate the equipment.

• Safety oriented.

7. Mobile Crane Technician – 3 Positions
Overview:

• Mechanical & Electrical trouble shooting of mobile cranes [ Grove , Leibherr, Demag, Krupp, Tadano] /

Primary Functions:

• Conducting Planned Preventive Maintenance for all the cranes

• Carry out both routine and planned maintenance and repair activities on crane and associated components parts comprising of but not limited to hydraulic system, pneumatic system, winches, sheaves, ropes etc…

• Carry out and documents all necessary planned maintenance routine and periodic maintenance tasks including spare usage.

• Work independently verification inspectorate in carrying out periodic inspections and load testing

• Ensure that all spares parts and materials utilized are in good order and fit for purpose.

• Carry out other task deemed with individuals training and competence.

• Carry out repairs on crane components and general workshop duties.

• Observes safety procedures; Reports potentially unsafe conditions; Uses equipment and materials properly

Qualifications / Experience:

• 5-7 years’ experience as Mobile Crane Technician with technical support background preferably with experience in oil and Gas industry

• Must have wide knowledge / experience and trouble shooting of the following crane [Liebherr , DEMAG, GROVE, Tadano]

• Must be strong in hydraulic and electrical trouble shooting that includes how to read hydraulic and electrical schematics.

• With general knowledge of crane fundamentals and operations is a must. This includes crawler, hydraulic truck and all terrain crane.

• Must have an extensive knowledge of standard hydraulic and electrical system including pneumatic systems.

• With experience in LSI, PAT, Hirschman, Kruger, Wylie, Load wise indicator Liccon of Liebherr system would be advantage.

• Candidate preferably possess at least High school diploma or general education degree (GED); or Certificate / Diploma in Mechanical / Electrical and suggest 5 – 7 years related experience and/or training; or equivalent combination of education and industry experience.

• Ability to read and interpret documents such operating and maintenance and instructions, and procedure manuals. Ability to write routine reports and correspondence and ability to speak effectively before groups of customers or employees of organization.

8. Diesel Mechanic – 25 Positions
Overview:

To assist with the repair and maintenance of all equipment and to ensure maximum availability & reliability of all equipments.

Primary functions:

• Performs, major & minor repairs, inspection, check list of all equipment e.g. diesel engine overhaul, hydraulic cylinders, transmissions, air valves, pneumatic cylinders.

• Performs preventive and routine maintenance as per maintenance plan e.g. oil change, filters, belts etc.

• Understands and follows all safety rules and proper procedures associated with the responsibilities of the job.

• Reports completion of tasks assigned and indicates need for additional maintenance to appropriate personnel.

• Performs other duties as may be assigned by the Foreman and supervisor.

• Make repairs on engine components (Petrol and Diesel) – lubrication systems, fueling systems, tune-ups, cooling systems, transmissions, etc.

• Perform duty in work site and construction projects.

• Trains subordinates & provide technical guidance.

Qualifications/Experience:

• English literate, At least 5years of field experience with the technical school certificate / Gulf Experience will be an added advantage.

• Age between 25-45 years, active, good health ,strong personality

• Ability to read drawings, schematics , reference manuals and OEM Recommendations

9. Auto Electrician – 8 Positions
Overview:

Performs skilled level of electrical work in the maintenance & repair of electrical systems, equipment, electrical panels and machines.

Primary functions:

• Performs preventive and routine maintenance as per maintenance plan e.g.

• Repairs, installs, replaces, and tests electrical circuits, equipment, and appliances using appropriate tools and testing instruments.

• Understands and follows all safety rules and proper procedures associated with the responsibilities of the job.

• Performs, major & minor repairs, inspection, check list of equipment & machines e.g. Electrical motors Transformers, Electrical panels, Generators etc.

• Performs overhaul of Auto Electrical components complete wiring, trouble shooting etc.

• Reports completion of tasks assigned and indicates need for additional maintenance to appropriate personnel.

• Performs other duties as may be assigned by the Foreman and supervisor.

• Trains subordinates & provide technical guidance as requested.

Qualifications/Experience:

• English literate, At least 4 years of field experience with the technical school certificate.

• Ability to use appropriate tools and diagnostic equipment to repair, install, replace, and test electrical circuits, equipment and appliances.

• Ability to read drawings, schematics, Electrical drawings, reference manuals and OEM Recommendations.

• Age between 22-45 years, active, good health ,strong personality.

10. Auto AC Electrician – 2 Positions
Overview:

Responsible for the maintenance and repair of electrical accessories and air conditioning equipped on mobile equipment / static equipment in workshop and at site location.

Primary functions:

• Carries out preventive / periodic maintenance as instructed by supervisor in accordance with the original equipment manufacturers’ recommendations on cranes, forklifts, trucks, tractors etc…

• Undertakes the planned job of repair / maintenance as per supervisor’s instructions and performs duties with good workshop practices. Should be safety conscious and adheres to company’s safety requirements.

• Performs regular maintenance checks on electrical accessories mounted on workshop mobile equipment’s and maintains a log of such inspections.

• Attends repairs monitors and maintains air conditioning system equipped in mobile cranes / trucks pick-ups and other related equipment.

• Performs other related duties as directed by supervisor.

Qualifications/Experience:

• Completion of secondary education or equivalent

• 5 to 7 years’ experience in service / repair of electrical accessories and air conditioning units mounted on mobile construction equipment.

• Good working knowledge of English is a must.
