We are looking for an experienced Import/Export Compliance Manager to join our dynamic team. In this role, your responsibilities will include the following:
Receiving and disseminating information from management to the business unit and immediate functional group(s), as well as to other SciCan facilities, for which they have responsibility
Maintain an Import / Export Compliance Program and Manual
Assisting with the development and implementation of import / export compliance procedures within the business unit and immediate functional group(s) as well as at other SciCan facilities for which they have responsibility
Alerting internal partners on issues which may affect SciCan's compliance with CBP or other governmental agency regulations and requirements.
Completing any reports, logs or equivalent records, or notifications of potential or verified matters of non-compliance, that must be forwarded to management.
Monitor and maintain an awareness of governmental initiatives and regulatory changes, which would affect SciCan's import / export or compliance activities, and alert internal organizations, as applicable.
Keeping current with the Import / Export Compliance Program and providing input and feedback on any changes or additions
Ensure compliance with all governmental regulations as applicable to import transactions
Provide guidance and training to relevant SciCan employees
Management and oversight of Freight Forwarders, Customs Brokers and other third-party services providers
Direct and manage all import / export operations and activities at the various company locations
Oversee and ensure proper HTSUS classification and country of origin of imported products
Manage preferential trade programs (NAFTA, UAFTA, GSP, etc.)
Act as liaison between SciCan and government agencies in support of trade compliance program
Properly classify SciCan products on the HTSUS
Retain HTS determination as an audit trail
Drawings, specifications relied upon
Binding rulings applied or consulted
General Rules of Interpretation (GRI) applied
Expert advice obtained from third-parties e.g., Customs Broker, Consultant, Attorney)
Ensuring timely and complete responses to CBP correspondence, challenges or inquiries
Implement and maintain audit program
Identifying areas in which procedural and financial efficiency can be realized through new initiatives
Provide reports, logs or equivalent records and notifications to management, as required by the specific Work Processes
Recordkeeping policy adherence
Also,
Assessing vendor import operations documentation with brokers
Verifying bill of material components for new and existing products in accordance with U.S. and Canadian harmonized tariff schedule (HTS) classifications
Performing internal assessments to ensure compliance
Reviewing and verifying export commercial invoices for all shipments
Coordinating responses and escalating issues identified by carriers or customs brokers
Updating customs information for all raw material and finished products
Assisting with the post-entry audit verification process
Completing and signing Federal Communications Commission forms
Reviewing, verifying and approving commercial documents for outbound shipments from SciCan locations and third-party logistics providers
Preparing and filing for export permits when necessary
Preparing and coordinating the certificates of origin from the appropriate chambers of commerce and consulates
Assisting with NAFTA qualification and annual solicitation
Participating in and leading various compliance projects including audits by CBP, Canada Customs, etc.
Performing other duties upon request
You have the following qualifications:
Degree or diploma in customs administration or international trade
At least five years work experience in customs or a related field with at least 2 years in a supervisory role
Demonstrated knowledge of the HTS, Canadian and U.S. import and export regulations and NAFTA rules of origin
Excellent verbal and written communication skills
Strong organizational and interpersonal skills
Computer literacy, and proficiency using Microsoft Office and AS400 software
Preferably, a certified customs specialist designation
Microsoft office PC Skills.
