Position Summary

Under general supervision, develops, implements and maintains environmental, health and safety programs in support of the University’s mission and in compliance with university policies, procedures, state and federal regulations and standards to ensure the environmental health and safety of students, employees and visitors. Works in coordination with campus community while providing guidance and consultation to university personnel regarding environmental issues such as, but not limited to: & asbestos materials management, indoor air quality, hazardous materials response, underground storage tanks, hazardous waste and lead.

Required Qualifications

Bachelor’s degree, preferably in environmental, health and safety, public health, chemistry, biology, or physics.
Two years experience directly related to the duties and responsibilities specified.
Effective written and verbal communication skills, including experience with group presentations.
Demonstrated computer experience with business software applications, including MS Word, Excel and/or Access.
Ability to work varied hours depending on campus activities, training schedules, etc.
Knowledge of federal & state environmental health & safety regulations.
Ability to pass a HAZMAT medical examination and be medically qualified to wear respiratory protection devices.
Demonstrated ability to build rapport, communicate effectively and project a positive image.
State of Michigan accredited asbestos building inspector
State of Michigan accredited asbestos contractor supervisor.
Knowledge of use and operation of health and safety monitoring/testing equipment including but not limited to gas monitors, indoor air quality equipment and personal protective equipment.

Preferred Qualifications

OSHA HAZWOPER Technician training.
Experience with Computer Aided Drafting and Drawing (CAD).
Experience working in a higher education environment.
Demonstrated ability to work in a collective bargaining environment.
Experience with computer based learning and other technological methods of conducting training.
Database experience.
Ability to sign hazardous waste manifest.
State of Michigan Class A Underground Storage Tank (UST) operator.

Duties & Responsibilities

Provides functional supervision of University’s hazardous waste manager/hazardous materials and waste program.
Coordinates University compliance with applicable local, state and federal environmental regulations, including MDEQ, EPA and DOT.
Monitors developing environmental federal, state, and local regulatory requirements and risk initiatives; analyze potential impacts on system operations.
Administers and develops written environmental programs & as well as developing & conducting training required under MDEQ and other state, local and federal regulations including but not limited to the following: Asbestos Building Inspection reports, Pollution Incident Prevention Plan (PIPP), Spill Prevention Control and Countermeasure Plan (SPCC), Storm Water Pollution Prevention Plan (SWPPP), hazardous & universal waste regulations and underground storage tanks.
Provides environmental technical support to the University, including regulatory compliance related to reporting and testing, data management, enforcement action response, and regulatory agency mediation.
Coordinates activities with other campus environmental, health and safety officials.
Oversees external inspections of University facilities for environmental compliance, provides direction to resolve noncompliance.
Maintains asbestos building inspection reports of University owned buildings.
Supervises budgets as assigned.
Responds to hazardous materials releases on campus. Assists in/or abates the release.
Conducts and oversees building inspections and sampling of building materials for asbestos analysis and laboratory results interpretation.
Conducts Indoor Air Quality (IAQ) assessments.
Interacts with external parties including MDEQ and EPA regarding environmental matters.
Serves on University environmental, health and safety committees.
