Job Description
The Application Development Manager manages the activities of the application development staff in support of the CBS network project initiatives. This role manages a team of resources to ensure consistency, compliance, and standardization. When supporting systems, the Development Manager is responsible for the effective and accurate operation of the syste, which will include responding to business user questions and requests as well as using developer and testing resources to maintain the system. The Development Manager is responsible for assigning and tracking tasks for staff, which is made up of any combination of employees, consultants, temps or “loaners from other Information Systems & Technology departments.

Responsibilities:
* Manage the activities of the development staff, including forecasting, time tracking, vacation planning, goal setting, employee evaluation and career development.
* Allocate and track resource hours in Clarity.
* Participate in demand planning to build short and long-term project plans and roadmaps.
* Monitor and report project and support progress, problems and solutions in a timely manner.
* Follow through to ensure dollars and time estimates are realized within planned limits.
* Create, execute and maintain multi-tier staff support plans for during and after business hours.
* Effectively communicate to department management and business sponsors the status of projects and issues as they relate to the development process.
* Provide clear, consistent and regular communication with all project stakeholders at all levels, including presentations to senior management, creating agendas and meeting minutes.
* Responsible for understanding system requirements, tasking and estimating features, and following work management life-cycle processes such as keeping work items current in TFS and Service Now.
* Understand version control, small check-ins, labeling, versioning and deployment best practices for both source code and database deployments.
* Create technical documentation including approach documents, impact analysis, and physical and conceptual topology and component diagrams.
* Provide guidance and assistance to the applications users and support teams on all aspects of application deployment, training and support, including: Installation, Configuration, First and second tier support.
* Identify and resolve project issues, including issue tracking and escalation.
* Actively participate in applications planning/strategy meetings and provide input on the most appropriate and effective use of applications.
Required Qualifications
* Bachelor s degree and/or equivalent experience in system analysis, programming, project implementations and technical management is required.
* Minimum of Seven (7) years of experience leading and/or managing application development efforts with at least two (2) years in a supervisory capacity.
* Excellent skills and considerable experience in interpersonal relationships including managing, motivation, and setting policies for technical staff is required.
* High developed skills in written and verbal communications, ability to work in high pressure production environments, manage to budget, manage to schedule and ability to working with senior management are required.
* Knowledge of Design Patterns and Best Practices.
* Knowledge of OO programming and software design patterns.
* Knowledge of SQL query execution.
* Strong analytical skills.
* Extensive knowledge of project planning tools such as Excel, Microsoft Project, and TFS.
