PSI seeks a Monitoring and Evaluation (M&E) Technical Advisor to support the implementation of a Social Behavior Change Communications (SBCC)/ Social Marketing (SBCC/SM) program under an anticipated USAID funded project for the promotion of key healthy behaviors and increase of demand for and use of High Impact Health Services. This position will be based in Bamako, Mali and will report to the Chief of Party.

RESPONSIBILITIES: 

 Responsible for oversight of all M&E components of the project which include Program M&E Plan, annual work plans, quarterly reports and annual reports.

Design and implementation of M&E tools to measure project impact that align with USAID’s strategic objectives for Mali and those of complementary USG-funded projects;

Assist in the production of quarterly and annual reports in compliance with USAID and PSI rules and regulations on indicators, results and impact.

Coordinate data entry and processing and develop a data analysis plan according to reporting requirements.

Build the M&E capacity of both local organizations and the Malian government to design, implement, and monitor M&E activities, develop an M&E plan, and use BCC/SM data effectively across various levels of the health system.

Interact with the donor, Malian government stakeholders and other national stakeholders on M&E-related matters, including providing regular updates on program accomplishments and challenges

QUALIFICATIONS:

Advanced degree in Public Health, Development or related field required (Masters degree preferred).

At least 7 years experience designing and implementing M&E activities and design of studies for complex programs (preferably in BCC/SM) in developing countries, preferably in West and Central Africa

Experience M&E methodologies, specifically around issues related to health sector communications and support programs.

Experience in setting up and managing M&E systems that track performance by results/sub-results and by funding stream.

Experience in measuring activity outcomes and supporting activity supervision in M&E.

Experience in data collection, aggregation, analysis and report writing

Well organized, strong writing and organizational skills, excellent interpersonal skills, mentoring and capacity building skills.

Fluency in English and French is required.

Familiarity with PSI’s M&E tools and methodologies a plus.
