QUALITY ASSURANCE/QUALITY CONTROL MANAGER
LEVEL I OGC
**_REPORTS TO:_** DQM/Project Manager
**_POSITION OVERVIEW:_**
This is a field position. Must have a keen knowledge of working in the OGC market with a good understanding of mechanical equipment and piping systems found in that market. The QA/QC Manager Level I is a member of the project management team, is able to work with minimal corporate supervision and takes the lead role in managing project quality for all project sizes. He/she shall be capable of training lower level QA/QC managers as directed by the District Quality Manager. He/she provides primary technical support to all team members and the crafts by managing the development and implementation of the Project Quality Plan and by research/answering questions of a technical nature. Welding background is a plus. This position requires the incumbent to develop thorough knowledge of the project scope and schedule as they apply to QA/QC.
**_EDUCATION/TRAINING/EXPERIENCE:_**
The Level I QA/QC Manager must be a self-starter with organizational, managerial and leadership skills. Must have a four-year welding engineering, science or technical college or university degree plus eight years experience in a related construction field (at least four of these years in a QA/QC position); or an associate degree in engineering technology or science plus five to ten years experience in a related construction field (at least four of these years in a QA/QC position): or a high school graduate or equivalent (GED) plus twelve years experience in a related construction field (at least six of these years in a QA/QC position). Must have a broad working knowledge of all crafts and their associated special processes, inspection, and testing techniques. Must have working knowledge of construction industry codes (ACI, AWS, ASME, NEC, etc.). Certifications from AWS, ACI, ICBO, ASNT, NACE, etc. are helpful. Shall have a CWI or acquire a TIC SNT-TC-1A Level II VT certification within 60 days of start of employment. API 653 and API 510 certifications are a plus.
*ESSENTIAL FUNCTIONS:*
* Use effective verbal and written communication skills. Add, subtract, multiply and divide whole numbers and fractions rapidly and accurately.
* Read and understand plans and specifications. Visualize two-dimensional drawings in three dimensions.
* With regard to that portion of the work assigned, develop complete understanding of contract plans and specifications.
* Examine/inspect field conditions and identify problems, inaccuracies, and cost saving measures that arise or that may be encountered. Take corrective actions as needed.
* Inspect subordinates’ work for compliance with the contract plans and specifications, point out deficiencies and explain and take any corrective action needed.
* Listen to other employee''s and supervisor''s suggestions, complaints, problems, safety concerns and recommendations, evaluate each and then devise and implement a plan of action based on that evaluation.
* Observe functioning of installed equipment or systems to determine hazards and need for adjustments, relocation or replacement.
* Occasionally lift and carry heavy items weighing 80 pounds or more.
* Move in and around confined and cluttered places, and uneven areas. Full range of motion and flexibility consistent with age.
* Climb and maintain balance on steel framework, stairs, ladders and scaffolds.
* Identify safety hazards you or other employees may be subject to and take all necessary corrective actions to eliminate or minimize hazards.
* Understand and respond appropriately to all safety hazards and warning devices (i.e. back-up alarms, smell of smoke, different colored warning tags, warning sirens.)
* Understand and implement lockout/tagout procedures in safe manner.
* Produce quality work, meeting requirements of plans, specifications and industry standards.
* Work with clients on ECI initiatives
* Have a thorough knowledge of KEG’s Quality Assurance/Quality Control Manual and procedures.
* Manage, train and mentor multiple inspectors in their respective duties and responsibilities.
* Promote and maintain effective communications and relations (verbally and in writing) with TIC corporate management, the project management teams, and the engineer/client as required.
* Assist with and oversee development of a Project Quality Plan, which addresses the client’s quality requirements.
* Manage and ensure implementation and effectiveness of the Project Quality Plan through periodic reviews, document findings and take corrective actions to address shortcomings.
* Facilitate Quality Plan Implementation walk arounds and participate in weekly TQM meetings to review status of quality.
* Plan and perform field inspections and tests to coordinate with the construction schedule, ensure supervision and craftsmen do the same.
* Ensure that tests are performed, received and interpreted timely so that impacts due to failure are minimized.
* Provide training to supervision and crafts regarding the project specific quality process and requirements.
* Be involved in and provide QA/QC input to task planning.
* When required, develop written plans and procedures for project specific activities to supplement task planning, i.e. pipe line cleaning.
* Organize and maintain project and corporate QA/QC files.
* When required, assist in the development and implementation of the Turnover Package Procedure and assist in assembling turnover packages.
* Coordinate system turnover activities with start up/commissioning teams.
* Review/approve (initial/date) all third party test results for compliance with project requirements.
* Ensure that the KEG Incident Management program is functional.
* Be familiar with TIC’s ASME Quality Control Manual; be capable of managing the ASME Quality Control Inspector’s work on the assigned project including Pre and PWHT activities.
* Be a liaison with third party testing and Authorized Inspection agencies.
* Research and answer questions of a technical nature. Assist in the interpretation of construction codes and standards.
* Coordinate with the regional office for needed codes, standards and procedures, including Welding Procedure Specifications.
* Ensure that files of welder certifications and welder status logs are maintained current and submitted to Regional QA/QC monthly.
* Perform all other job-related duties as requested by supervisor.
*SECONDARY FUNCTIONS:*
* Perform all other actions necessary to accomplish the foregoing essential and primary job functions.
* Coordinate work with other crafts and co-workers on the job.
* Provide input on how to improve TIC’s overall quality program.
