***Characteristics of the Position***

**_General Overview_**

The Inspector General reports directly to the Undersheriff and oversees the Sheriff’s Office of Professional Review (“OPR”), the Sheriff’s Inspections Unit (“SIU”), the Compliance Office and the Inspector General functions for various municipalities where the Sheriff’s Office has jurisdiction.

**_Key Responsibilities and Duties_**

Supervises the Executive Director of OPR, the Executive Director of SIU, the Compliance Officer and the Inspectors conducting investigations, including corruption, waste and abuse investigations, in the various municipalities where the Sheriff’s Office has jurisdiction.

Ensures the Executive Director of OPR, the Executive Director of SIU, the Compliance Officer and the Inspectors investigating corruption in municipalities perform all responsibilities and duties set forth in their respective job descriptions.

Oversees OPR and OPR’s investigations of Sheriff’s Office employee misconduct investigations.

Works closely with Department Heads/Designees regarding all Department Head investigations and Summary Punishment relating to employee misconduct and monitors and reviews the findings of all such investigations and Summary Punishment.

Oversees SIU and all inspections and audits of policies and procedures throughout the Sheriff’s Office.

Oversees the Compliance Office and all investigations, audits and monitoring of employment policies and procedures including but not limited to complaints of Unlawful Political Discrimination and Unlawful Political Contacts.

Works closely with the Sheriff’s Legal Department and coordinates resolutions of investigative and legal problems with attorneys, subordinates and other agencies; consults with attorney and assists in the negotiation of case dispositions prior to trial by presenting evidence and investigation conclusions.

Coordinates with the Sheriff’s Office Bureau of Human Resources on all investigations relating to allegations of unlawful workplace discrimination or retaliation and hostile work environments.

Establishes and maintains advisory and liaison contacts with highly placed officials in Federal, State and Municipal Governments, including the Federal Bureau of Investigation, United States Secret Service, Illinois Attorney General’s Office, Cook County State’s Attorney’s Office and the United States Attorney.

Establishes and interprets new policies and procedures affecting areas of responsibility; personally instructs subordinates in laws and techniques of criminal investigations, administrative investigations, inspections, audits, gathering data and statistics and creating reports.

Supervises OPR, ensures the impartial investigation of alleged misconduct of Sheriff’s Office employees; oversees authoritative, sensitive and confidential inquiries into reported incidents, complaints or suspected improprieties involving employees under the jurisdiction of the Cook County Sheriff.

Supervises SIU, ensures scheduled inspections, unannounced compliance reviews and management inquiries are conducted and corrective action recommended. The inspections, reviews and inquiries will include but not be limited to the assessment of existing procedures and protocols and the review of performance to assess efficiency and effectiveness and will be used to determine compliance with Sheriff’s and General Orders, policies, statutes, judicial orders, consent decrees and professional standards including but not limited to the American Correctional Association (ACA), Commission on Accreditation for Law Enforcement Agencies (CALEA) and the Illinois Jail Standards.

Oversees and supervises audits, reviews and analyses relating to the programs, operations, and contracts of Sheriff’s Office.

Supervises the Inspectors’ investigations of complaints from any source concerning alleged corruption, fraud, waste, and abuse of public resources; oversees audits relating to the programs and operations of municipalities; recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of, and to prevent and detect fraud and abuse in, such municipal programs and operations.

Maintains current knowledge of existing and proposed legislation and regulations relating to programs and operations of the applicable government establishment or municipality.

Supervising the Compliance Officer for the Sheriff’s Office, ensures compliance with all Sheriff’s Office employment procedures and policies including but not limited to the Sheriff’s Employment Action Manual (“SEAM”) and the legal prohibitions of Unlawful Political Discrimination; ensures monitoring and auditing by the Compliance Officer of employment procedures and policies; ensures investigations of complaints relating to employment procedures and policies and Unlawful Political Contacts and Unlawful Political Discrimination.

Provides leadership and coordination to his or her team.

Develops and implements a differentiated case management system including deadlines for investigations, inspections and audits that ensure a timely and effective response by the Sheriff''s Office.

Implements accountability measures for all direct reports.

Gathers, researches and reports statistical data and information to the Sheriff’s Executive Office related to his/her areas of responsibility.

Informs the Sheriff’s Executive Office of issues and deficiencies relating to compliance with applicable policies, procedures, Federal and State laws, regulations and grants, and the need and status of any appropriate corrective action.

Recommends operational, administrative and process improvement to the Sheriff’s Executive Office; recommends remedial actions to be taken to correct deficiencies and promote economy, efficiency, and effectiveness.

Provides monthly reports to Sheriff’s Executive Office regarding the status of investigations, inspections and audits.

**_Knowledge, Skills and Abilities_**

Ability to plan, administer and coordinate the work of several investigative, inspection and audit units to obtain maximum efficiency; assign, instruct and supervise sworn peace officers and civilian subordinates; establish, supervise and personally conduct or implement training programs.

Gathers, assembles, analyzes and evaluates facts of evidence to draw logical conclusions and to make sound recommendations; prepares, reviews and evaluates comprehensive investigative, inspection, audit and other reports.

Knowledge of the rules of evidence for civil and criminal prosecutions which may arise from investigations, testimony and other information from cases; knowledge of the legal process as it pertains to the prosecution of criminal cases, civil cases and any legal court proceedings which may take place; knowledge of principles and practices of criminal and administrative investigation, including techniques of interrogation and interviewing.

Knowledge of employment, employment discrimination and labor law; knowledge of laws relating to unlawful political discrimination.

Knowledge of the applicable laws and regulations of state, local and other authorities relative to reported cases of various forms of abuse, fraud, waste and mismanagement.

Ability to perform in-depth, confidential and sensitive investigations as it pertains to reported incidents of impropriety involving all levels under the jurisdiction of the Sheriff’s Office.

Ability to provide testimony in court in an accurate and informed manner.

Knowledge of the Sheriff’s Orders, General Orders, Rules and Regulations and operating policies and procedures as it pertains to areas of responsibility.

Ability to be confidential and discreet.

Ability to think critically, problem solve and display sound judgment.

Ability to elicit facts and information from others and skill in organizing the facts and information.

Ability to demonstrate leadership, speak publicly and concisely articulate issues and concerns regarding all areas of responsibility including but not limited to confidential issues of investigation and other improprieties.

Ability to compose written reports and records of all work undertaken and facts disclosed in connection with areas of responsibility.

Knowledge of community resources and referrals with the ability to access such services on behalf of the Sheriff’s Office.

**_Minimum Qualifications_**

Graduation from an accredited university or college with a Bachelor’s or higher degree in Public Administration, Criminal Justice, Psychology, Sociology, Business or related field.

Five (5) or more years of progressively responsible investigative work into matters of potential legal, criminal and civil liability.

Five (5) or more years of progressively responsible supervisory experience.

**_Preferred Qualifications_**

Graduation from an accredited graduate or law school with an advanced degree in Law, Public Administration, Criminal Justice, Psychology, Sociology, Business or related field.

One (1) or more years of professional work experience with an Inspector General’s Office.
