 JOB SUMMARY

 This job is subject to direction from the Chief Financial Officer of Diversified Service Options, Inc., but is given the degree of independence needed to achieve operating objectives, provided that activities are consistent with operating budgets, approved plans and objectives and area policies.

 

 

 

This position is responsible for the following:

  Managing the projects and staff of the Administrative Cost Reporting Team within Diversified Service Options.  The incumbent interacts with departments throughout Diversified to coordinate financial activities and obtain and analyze appropriate information for reporting.  This position is responsible to ensure the integrity of all information submitted for administrative cost reporting to CMS, as well as the communication of all administrative cost reporting financial regulations to the appropriate departments throughout Diversified.  The incumbent works with the various department analysts and Diversified Management to ensure that the monthly, quarterly and annual administrative cost reports and invoices are filed efficiently, accurately, and timely.  In addition, the incumbent oversees both the annual and supplemental budgeting processes, the preparation of the annual incurred Cost Statement, and preparation of the monthly invoices.  The incumbent also coordinates all external Administrative Cost Reporting communication and audits with CMS, the Office of Inspector General (OIG), the Defense Contract Audit Agency (DCAA), etc., as necessary.  The incumbent coordinates business proposal development activities with the technical proposal development team, Diversified Corporate Support areas (i.e.: HR, Legal, etc.) and Diversified management.  The business proposal team coordinates the development, collection and review of proposal assumptions, financial data, narrative, etc. in order to effectively complete the business proposals.  The incumbent works with the business proposal team to ensure all RFP business proposal requirements are met and the proposals comply with all government regulations.  The incumbent works closely with the GFR Financial Consultant, department staff, Contract Management and Diversified management in the development and completion of the pricing model used within the business proposals.  This position and department staff coordinate with operational management and staff in various locations.  Some business travel is required. 

REQUIRED QUALIFICATIONS 

  Bachelor’s degree in Accounting, Finance or General Business 5 – 7 years of financial analysis experience 3 – 5 years of managerial, supervisory or team leader experience 70% travel required 

 

OTHER QUALIFICATIONS Knowledge of financial analysis and budgeting techniques, financial forecasting, and government regulations (FAR and CAS). Excellent communication and organizational skills. Knowledge of the Medicare program guidelines, rules and regulations, as well as the ability to apply the rules and regulations to everyday operational/costing situation: the FAR and CAS rules and regulations, and GAAP rules, as well as the ability to apply these rules and regulations in actual practice. 

Licenses or Certifications: CPA,  CMA or MBA 

 

ESSENTIAL JOB FUNCTIONS

  Ensure that the Medicare Part A and B monthly and annual administrative cost reports are completed in an efficient, accurate, and timely manner.       

The incumbent works with the various department analysts to ensure that issues regarding the Diversified Administrative cost reports are thoroughly researched with the Operational and / or Corporate Finance areas, the reports have been thoroughly analyzed for accuracy and / or reasonableness and that outcomes from all issues have been documented and / or resolved based on this research prior to submission.  Analysts must work closely with Operational and Financial staff on an ongoing basis to completely understand Medicare issues, to explain issues to financial management, and to coordinate the certification process prior to submission of the Administrative Cost Reports.  The department coordinates both internal and external (government) audits.  In addition, the incumbent / staff works with the Diversified staff to conduct financial analyses in support of questions received from the government agencies regarding ongoing operational costs, productivity initiatives or special projects.  The incumbent ensures expenses charged to government programs are allowable, allocable and reasonable.  In the MAC environment, this includes the preparation, review and submission of the monthly invoices and annual incurred cost submission to CMS.  The annual administrative cost reports and invoices form the basis of government audits for the Medicare program and must go through an extensive certification process prior to submission.  The incumbent coordinates both internal and external (government) audits of the cost reports, including those conducted by CMS, the Office of Inspector General, and the Defense Contractor Audit Agency (DCAA) while department analysts support the audits by preparing / providing supporting analyses throughout the audits.

 

In order to compile the various government cost reports and invoices, the incumbent and the analysts of the department must perform rigorous detailed review and analyses before certifications attesting to the accuracy of the reports are completed.  After such analyses are completed, certifications are finalized for government reports.  With each report filed, the company is at risk for maintaining current government contracts, as well as positioning itself for obtaining additional government contracts.

  Ensures that the Medicare Part A and B budget processes are completed in an efficient, accurate, and timely manner. 

The incumbent works with the various department analysts to ensure both the annual and supplemental budgeting processes are completed, guiding the department staff to ensure a complete understanding of operational changes, reviewing analyses conducted in support of the budgeting process, and reviewing final budget schedules and narrative that are to be submitted to CMS prior to imposed due dates or periodically throughout the year.

  Coordinate the preparation and submission of business proposals / bids for new government contracts and / or contract modifications. 

As Medicare Reform alters the way the government runs the Medicare program, the department will continue to be involved in supporting Diversified Service Options efforts to maintain its current Medicare contracts and bid on / acquire new government business.  The incumbent assists in the coordination of the business proposal, working closely with the technical proposal team, Diversified management, and Corporate Financial Supports areas and department analysts to gather the necessary information to develop the business proposal.   The incumbent works with the GFR Financial Consultant to ensure the pricing models used in the business proposal operate efficiently and accurately depict the Diversified CAS Disclosure Statement, where necessary.  In addition, the incumbent coordinates the audit of submitted business proposals with outside government agencies (i.e.:  CMS, DCAA, etc.) 

  Manage and guide the staff in conducting routine assignments and financial analyses, and ensure department staff members update their desktop procedures and the department’s business recovery plan as needed.  Conduct assessments of staff performance on a routine basis, in addition to their annual performance reviews. Work with the staff to ensure they are properly trained, are provided with challenging opportunities and that their activities are in line with the departments goals and their professional goals.  Although this accountability makes up only a small percentage of the department Manager’s time, this activity is crucial to the success of the various analysts and the department, as a whole.  Coordinate the visioning process of the department.  This includes developing goals and work plans for the department, ensuring those goals are in line with the Diversified goals, objectives and strategies, and insuring those goals are carried out throughout the year.  Conduct the FMFIA / CPIC internal controls self-assessment for the department, to certify Medicare compliance with the Federal Managers’ Financial Integrity Act (FMFIA) requirements.  FMFIA requires internal control standards be incorporated into the contractor’s operations.  This involves reviewing the departments areas of accountability, ensuring that all control issues are addressed, and detailed procedures are in place for all reporting activities.  Once completed, the Manager’s signed certification statement is submitted to Diversified Quality and Performance Management.  Provide exceptional customer satisfaction by supporting the Diversified management team and Diversified in financial matters to ensure Diversified meets CMS requirements and operates efficiently and effectively.  Other duties as directed by the Chief Financial Officer This department is responsible for:

 

  Evaluating and monitoring the financial performance of the various Diversified Medicare contracts, for maintaining and analyzing a budget / forecast for each of the government contracts, interpreting and applying government fiscal policies, and interfacing with CMS on financial, cost, contract compliance, and budgeting issues.  Each of these contracts present unique challenges for the department staff.  The functions performed by each contract differ along with the regulations that apply to each contract.  Ensuring that costs charged to the government contracts conform with the government regulations.  In addition, the department develops financial projections and provides decision support to Diversified Service Option and corporate staff and management.
