Position Summary

Responsible for the design, development and implementation of short- and long-term solutions to information technology needs through new and existing applications, systems architecture, network systems and applications infrastructure. The manager is often involved in modifying or adapting existing designs. Reviews IT requirements, business processes, tests, and software solutions. Roles are often project based, delivering IT change within the business.

Primary Responsibilities

* Directs and develops staff – assures a competent, well-motivated and effectively utilized staff by directing its selection, organization, training, development, evaluation and compensation. Assigns projects to the staff and facilitates the creation of team environments. Contributes to the achievement of corporate objectives and commitments by effectively administering policies and programs pertaining to safety, affirmative action, counseling, productivity, goal setting and work planning.
* Develops and maintains business line partnerships – fosters and maintains good relationships within ISD and the business lines, as well as with external clients. Assures a customer focused operation by interacting frequently with business line managers in order to understand and support the attainment of business line goals, Demonstrates a knowledge in all business functions, articulates associated short and long term strategies and directions of assigned business lines. The individual must also obtain an understanding of industry trends and best practices and communicate these to the appropriate people in ISD and the business lines.
* Support the business planning process – adapts departmental plans and priorities to address business and operational challenges. Ensures the alignment of both ISD and business line goals. Develops budget, project plans and staffing to support achievement of these goals.
* Technology and department leadership – the incumbent is expect to take a lead role on corporate wide initiatives or internal ISD projects and is expected to have a significant influencing role with peers and customers on change efforts within the department and company. This may involve a lead role in defining and implementing significant process, services and/or technological changes within ISD.
* Vendor management – responsible for the vendor relationship with key information technology vendors and usually has a lead role in negotiating large information system contracts for critical systems. Included in this responsibility is negotiating and managing a service level agreement with various vendors.
* Project management – must provide strong system analysis and project management skills with experience in organizing and executing large-scale projects from inception through production and life cycle support while meeting budget, schedule and quality targets. He/she is responsible for ensuring system development methodology and project standards are adhered to as appropriate.
* Proficiency in IT area of expertise.

Candidate Qualifications

Candidates must meet the basic qualifications to receive consideration.

Basic Qualifications

* BS/BA or 10 or more years IT experience.
* 8 or more years demonstrated leadership experience.
* 10 or more years of system architecture, development/support experience in a large-scale multi-technology environment.

Preferred Qualifications

* Advanced degree in Business, Computer Science, Engineering or Mathematics.
* A thorough understanding of ISD’s application development, project management, system maintenance/change and problem diagnosis methodologies and standards and leadership skills to effectively implement them.
* An in-depth knowledge of the processes of a specific business line, for the purpose of supporting that business line’s information needs.
* A general knowledge of all major applications supporting a specific business line, including an awareness of critical system functions, interfaces and data dependencies.
* An understanding of current and planned use of relevant information technology tools, languages, environments and platforms.
* Demonstrated ability to develop vendor relationships to ensure successful technology delivery and support.
* Experience coordinating multiple infrastructure systems in cross impact analysis during major change activities.
* Infrastructure component assessment, design, build and deployment experience.
