OPNAV N98 is primarily responsible for building, integrating, and defending the annual Program Objective Memorandum for all Naval Aviation Programs. The individual filling this position will provide action officer senior program analyst support to the F-35 Requirements Officer at the PentagonResponsibilities: Provide on-site stakeholder liaison support with the JSFPO to facilitate communication of stakeholder requests for programmatic and technical information, requirements management, budget development and issue review and analysis. This requirements process is formally vetted at Requirement Working Groups (RWGs), OAGs, Sustainment Advisory Group (SAGs), SWGs, JESBs, etc. The contractor shall provide technical engineering expertise and support to the warfighter on the entire F-35 SDD program and all post-SDD (Follow-on Development (FoD)) efforts. Provide the following OAG engineering and requirements support:Assist the stakeholder and the JSFPO in the management, execution, planning, programming, and staffing actions associated with the development and fielding of the F-35 aircraft.Review and integrate, cross-functional support of stakeholder related processes and policy implementation related to fielding the F-35 AS. Conduct policy and document reviews affecting USAF JSFPO activities to include, operations, training, and logistics.Operational, tactical, technical, and administrative support to stakeholders in researching, analyzing, developing and documenting JSF operational requirements. The requirements analyses, research, and documentation will be designed to support JSF concept and weapons system requirements development, production, and deployment. The contractor shall provide technical and analytical support for the preparation and maintenance of requirements documentation.Provide subject matter expertise on all aspects of the F-35A JSF program including technical aircraft capabilities, future growth, production and sustainment, and facility, airspace, and range requirements.Support JSF foreign partner events and facilitate foreign release of analysis and simulation results, and assist in the development, update/revision, and release of the Joint Tactical Employment and Support Concept (JTESC) document to JSF foreign partners. Support simulation event planning and execution, including administrative, logistics, and security.Draft and review stakeholder CONOPS documents, requirements documents and supporting documentation.Subject matter expertise in threat country air-to-air and air-to-ground warfare, tactics, and doctrine in order to perform the role as adversary pilot during simulation events.Support the PPBE; review the program budget, draft budget exhibits and support program execution; prepare engineering briefing material for senior defense personnel; review program budget requirements, fiscal year and POM budgetary recommendations for current and future years budget submissions.Prepare and execute the F-35 OAG conferences which are the primary conduit between the Warfighters and the JSFPO.
