This is a project based position that requires travel. The home site location is in Norfolk, VA and the first project will take place in Jacksonville, NC.Essential Duties and Responsibilities Serve as the ESS on hazardous waste sites including those with up to 10 Assistant and/or Associate ESQ Scientists.Implement and recommend changes to the level of protective equipment; use and interpret monitoring instruments; analyze safety and health hazards; asses risk levels; assist in the development and implementation control measures and decontamination procedures; investigate injuries, illnesses and incidents occurring on project sites; develop emergency procedures; conduct industrial hygiene surveys as necessary; ensure compliance with OSHA and related regulations.Prepare or assist in the preparation of the Environmental Health and Safety plans including Environmental Protection Plans, Waste Management Plans, regulatory compliance plans, storm water management plans, storm water pollution prevention plans, spill prevention control and counter measure plans, contingency plans, emergency response plans and health and safety plans.Prepare health and safety plans and Activity Hazard analyses in accordance with Corporate Health and Safety program, client requirements and applicable governmental regulations.May function as the ESS for a project, which would include assisting with the implementation of the EHS plan and EMS and EHS programs; ensuring that all employees understand the EHS program requirements and procedures through training and communication; obtain approval of all EHS plans; support management in EHS plan implementation; perform specific tasks in accordance with the EHS plans; fulfill specific responsibilities for project ESQ staff identified within each EHS proceeding and perform other collateral duties as assigned. The ESS may approve HandSP and function as the project HandS Manager if approved by the Regional ESQ Manager, Project Environmental Safety Manager (PESM) and allowed by the contract.Conduct safety briefings and site-specific training for on-site staff.Conduct ESQ evaluations in client facilities and provide ESQ services to clients under the direction of a designated ESQ Scientist.Conduct required training for hazardous waste site staff.Direct the on-site activities of Assistant, Associate and Sr. ESQ Scientists.Order the shut down of site activities upon determining the presence of an imminent health and safety hazard.Maintain inventory of HandS related equipment and supplies, including personal protective equipment and air monitoring equipment and supplies.Assist project management in the implementation of the HASP and Corporate programs and procedures under oversight of a PESM.Keep current of developments in and interpretations of occupational health and safety standards and regulations.Develop and understand the limitations, advantages and costs of health and safety equipment, as well as new designs/equipment.Serve as the Quality Assurance lead on large projects.Prepare Quality plans and procedures in accordance with the Corporate Quality Program, client requirements and governmental regulations.Perform program and project audits and surveillances and direct auditors during the course of audits.Conduct Qua
