Duties & Responsibilities

**DUTIES & RESPONSIBILITIES*

* Member of the senior management team for Oceaneering Umbilical Solutions Rosyth UK

* Responsible for all site HSE activities which includes but is not limited to the following:-

* Provide expert advice in regard to site safety

* Ensure compliance with all existing Oceaneering Policies and Standard.

* Introduce, revise and implement new techniques and procedures developed within the HSE Group in consultation with other relevant Company departments and monitor their effectiveness

* Lead site staff on all matters which lead to a safer and more efficient operation (e.g., pro-active reporting, risk identification, care in routine operations)

* Ensure compliance with regulations of local, regulatory authorities, and where feasible, establish contact with such authorities in order to co-operate on new or proposed regulations

* Verifies compliance with applicable HSE requirements (e.g., HSE Audits / Assessments / Inspections / ISO 14001 / OHSAS 18001)

* Liaise with Company Medical Practitioner in matters of employee health and occupational injuries.

* Facilitate occupational health monitoring via pre employment medicals, hearing and sight tests etc.

* Advise and assist manufacturing to ensure the maintenance of records of lifting equipment etc. including certification, serial numbers, ancillary equipment etc.

* Advise and monitor all in-house training/seminar arrangements with regard to HSE aspects

* Control of the release of IMCA Guidance, Information and Safety Notices in relation to HSE issues.

* Provide support for personnel to discuss questions of Safety, Procedures and Protocol.

* Submit Monthly Reports to General Manager, OUS Global HSE Manager and HSE Director (Houston) which shall include man hours worked, training statistics, incidents/accidents and items of major significance within the site. These reports are also to include the safety training of personnel.

* Review records of absence from work due to accident or injury at work and notify authorities of reportable occurrences.

* Facilitate random safety evaluations/audits on the site.

* Maintain records of all safety related incidents and equipment failures as appropriate for legislative requirements

* Monitor the distribution and control of Health & Safety Reports, Handbooks etc. to ensure that all departments have sufficient technical literature to operate safely and efficiently

* Assist line management in the investigation of and maintain records for all incidents and equipment failures. Further details can be found in OII HSE Management System section 1-08, Incident Management level 2 and the appropriate site specific level 3 documents

* Co-operate with Manufacturing, Engineering, etc, on all matters which lead to safer and more efficient operations and the introduction of common worldwide standards within the Oceaneering Companies

* Present a report to Management Meetings on all Health & Safety matters as required

* Monitor the testing of all safety related and fire prevention equipment and the execution of regular fire drills on the Rosyth site.

* Participate in and/or leads incident and root cause investigations (e.g., root cause, lessons learned, developing Corrective Actions).

* Assist with auditing ISO9000 Quality system

* Work with Customers to ensure appropriate two-way communication and lesson sharing.

**SUPERVISORY SKILLS:*

* Directly supervises the OUS Rosyth HSE Advisor. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

* Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications

**EDUCATION AND/OR EXPERIENCE:*

* E = Essential, P = Preferred*

* Requires a Bachelor’s degree in Health, Safety, Environmental related field plus five (5) years relevant industry experience or NEBOSH Diploma or equivalent and at least (3) years HSE management or supervisory experience. Without a degree, equivalent combination of education and experience within an onshore environment. (E)

* Knowledge of Health, Safety and Environmental Laws and C.O.S.H.H. regulations. (E)

* Good administrative skills and ability to organise. (E)
