Please note that this position has been designated as a "Policy Maker," pursuant to the New York State Public Officers Law & the MTA Code of Ethics. Summary Responsible for managing the standards, specifications, procedures, best practices, and management controls of the Track Department. Ensure that the established standards and specifications of all track materials and processes are updated, accurate, and utilized in a safe, cost effective and efficient manner. This role is vital to maintaining the safety and reliability of the track system. This position is also responsible for representing the Track Department in regulatory proceedings such as FRA & RSAC committees. This position will also investigate new materials, technologies, and procedures for potential use on the LIRR. This position will also be responsible for managing the development, implementation, and maintenance of the Track Corporate Asset Management System. Responsibilities Responsibilities may include but are not limited to:
*Manage revisions, updates, publication, distribution, and document control of CE-1, MW2000, Track Welding Manual, AREMA, FRA, and other Industry and Engineering documents and notices. Apply new AREMA, regulatory, and industry practices to existing Track Department standards, specifications, and operating procedures. Ensure external stakeholders are advised of changes and apply configuration management procedures when appropriate.
*Research, investigate, and develop the use of new products, technologies, procedures, and equipment for potential adoption on the LIRR. Establish testing protocols to evaluate the safety, applicability, effectiveness, and life cycle costs. Provide periodic reporting to Principal Engineer of Track and ACE- MW on new product testing and evaluations. Develop Qualified Product List as required.
*Responsible to manage the review of internal and external designs for new main tracks, sidings, yards or other facilities with integral tracks for compliance with MW2000 and CE-1. Including review of shop drawings and material submissions. Provide comments and recommendations for approval/disapproval as appropriate. Maintain Track Department Plan Room.
*Participate in AREMA committees and regulatory proceedings such as FRA Railroad Safety Advisory Committee (RSAC). Provide comments on proposed rulemaking affecting the Track Department. Advise management of final adopted rules and required changes to practices and procedures. Perform analysis to determine costs and operational impacts of proposed regulatory changes. Update internal publications as required.
*Provide training to Track Department management and labor forces on standards, specifications, procedures, and regulations.
*Manage the development, implementation, and maintenance of the Track portion of the Corporate Asset Management System, including data collection. Analyze data for use and incorporation into Strategic Planning documents, production planning, life cycle management.
*Update System Road Chart, rail wear management planning, manage wheel/rail interface practices including system-wide friction studies.
*Provide technical expertise in derailment and accident investigations, including surveying, mapping, drawings, data collection, and participation in investigatory committees as required.
*Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Review direct reports and approve performance appraisals.
*Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.
*Perform other assignments as requested by Senior Management. Qualifications -Must possess a Bachelor's Degree in an Engineering discipline. Demonstrated directly related equivalent combination of experience and education may be considered, subject to approval.
*Must possess progressively responsible recent, related railroad track operations experience .
*Must possess extensive working knowledge and understanding of Railroad Engineering principles including those found in the LIRR MW-2000, CE-1, and FRA Track Safety Standards 49 CFR Part 213.
*Must possess working knowledge of AREMA recommended practices, procedures, and drawings.
*Must possess working knowledge of track designs and specifications.
*Must possess prior supervisory experience.
*Must possess strong, effective written and oral communication and interpersonal skills with the ability to communicate ideas and influence people.
*Must possess strong, effective, administration, project management, planning, and proven leadership skills.
*Must possess effective analytical, problem solving, organizational, time management, and decision making skills.
*Must possess experience in specification writing, procurement procedures, and document control.
*Must possess knowledge of company and departmental policies and procedures.
*Must have excellent computer skills with working knowledge of various software packages (i.e. Microsoft).
*Must be available to be on-call as necessary, beyond normal business hours.

PREFERRED/DESIRABLE QUALIFICATIONS/SKILLS:
*Professional Engineers license.
