Departmental Overview
Under the Direction of the I-House Executive Director, the Human Resources Manager serves as the Human Resources Generalist for a department of 75 career employees, and approximately 100 casual-restricted and limited employees represented by four bargaining agreements and UC policy. The HR Employee and Labor Relations Specialist works confidently for the quick resolution of employee and labor relations, complies with HIPPA regulations for the return to work of staff suffering from injuries and illnesses, and serves as a department resource for mangers and staff concerning all areas of labor, safety, and employment. Work in conjunction with the University of Office of Human Resources, Payroll, CARE Services, Title IX, and University Health Services.

We are in search of a seasoned” Human Resources professional who has strong proven labor and employee relations experience to join our International House Management Team. The goal of this position is to be a departmental compliance officer providing expert knowledge on all collective bargaining agreements and contracts that govern the labor and non-labor staff at International House.
Responsibilities
The successful candidate will display the following skills and experience:

Employee & Labor Relations:
•Serves as strategic partner to I-House Unit Mangers. Advises and recommends action to Executive Director, managers, and supervisors, and employees on personnel related issues. Refers staff to other campus resources such as CARE Services, Ombuds Office, Title IX, etc. as needed. Acts as liaison with International House staff, Office of Human Resources, and other campus units.
•Utilizes strong analytical and communication skills, mediate conflicts between employees and assist in implementing resolution
•Develops departmental procedures for implementation of UC contracts.
•Advises and assist managers with progressive discipline in the case of staff or student misconduct up to and including termination for just cause.
•Resolves, when possible, employee complaints and potential grievances. Investigates internal situations, or coach management to conduct investigations. Ensures that rights to due process have been adhered to.
•Represents I-House at bargaining unit meetings (informal and formal reviews and grievance hearings at all stages). Respond to Step I grievances in writing on behalf of I-House. Develop positive relationships with management and unions.

Stragegic Planning, Analysis, And Organizational Design:
•Works collaboratively with Employee Relations and Compensation Units to implement a new job reclassification request package. Provide guidance to supervisors and employees on classification criteria. Serve as liaison with Assistant Dean of International and Areas Studies to set salaries of reclassified employees and new hires.
•Oversees data entry updates, benefits counseling, staff service awards, and all administrative tasks pertaining to the human resources function.
•Develops new employee orientation materials and revise as necessary.
•Identifies and educates staff regarding staff training and career development resources
•Administers the Employee Recognition Awards process in conjunction with the Executive Director. Sponsor and host awards ceremonies honoring staff.
•Interprets policy for career, casual restricted and limited staff, prospective employees and residents.
•Reviews performance evaluations submitted by mangers for contractual or policy compliance, appropriateness, and consistency. Coaches managers on appraisal feedback and performance management tools.

Workers Compensation:
•Administers and provides general oversight of the Workers’ Compensation Program for the department. Coordinates return to work dates and transition, including job accommodations with supervisors and University Health Services.
•Keeps abreast of ongoing changes to Workers’ Compensation laws. Advises and/or train managers and supervisors of steps necessary to prevent injuries/accidents and to comply with the appropriate management of Workers’ Compensation/Vocational Rehabilitation policies.
•Informs staff of their rights covered under Workers’ Compensation/Vocational Rehabilitation. Works closely with Sedgwick Risk Management and the campus Worker's Compensation and Vocational Rehabilitation Office
Required Qualifications
-Bachelors degree or equivalent work experience
-Possesses advanced analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
-Demonstrates advanced knowledge of campus policies and procedures; advanced knowledge of functional area and understands how work impacts other areas in Human Resources and the campus.
-Advanced knowledge of HR concepts, policies and procedures including employment practices, labor relations, salary administration, training and other areas of human resources, as well as, campus initiatives relating to and or impacting Human Resources.
-Is highly skilled in communicating clearly and effectively verbally and in writing.
-Possesses well developed active listening and critical thinking skills.
-Demonstrated ability to handle extremely difficult or volatile situations and individuals effectively.
Preferred Qualifications
-Masters Degree in related field preferred.
-PHR or SPHR desired.
-Has in-depth knowledge of UC Berkeley’s Human Resources Management System (HCM) and other related business software programs and systems.
-UC experience with career, limited and student employment.
-Experience working in multi-ethnic environment a plus.
