Job Description Lockheed Martin is seeking a IT Program Manager to lead a team of information technologists supporting an Oracle Financials system. This IT Program provides application hosting, engineering, and disaster recovery in a customer data center. Services provided include hardware/software acquisition, application server management; local area network management; overall system security; help desk services; disaster recovery planning and preparation; data center and new technology insertion.

The Program Manager shall assign tasking to Contractor personnel, supervise on-going technical efforts, and manage overall task order performance. This individual shall have the ultimate authority to commit the Contractor’s organization and make decisions for the Contractor’s organization in response to Government issues, concerns, or problems. This person shall be readily available to respond to customer questions, concerns, and comments, as well as be proactive in alerting the customer to potential contractual or programmatic issues. The Program Manager will provide the following types of support:

• Interface with business unit executives and other IT functional area staff to define infrastructure support initiatives and solutions for improving service efficiency and effectiveness for the program.
• Lead the development of infrastructure strategy, architecture, service delivery standards, and procedures for the program.
• Analyze and predict trends and develop long-range plans designed to maintain cost effectiveness and competitiveness of the program’s IT infrastructure.
• Participate in IT strategy planning activities, bringing a current knowledge and future vision of infrastructure technology and systems and best practices (e.g., ITIL) as related to the needs of the business.
• Proactively research and recommend courses of action to prevent problems and to maintain high infrastructure service levels for the user community.
• Utilize metrics, key performance indicators, and service level agreements for driving the performance of IT service delivery.
• Be responsible for all aspects of the Task Order.
• Maintain Tactical and Strategic initiatives in support of our customer.
• Provide ongoing technical and leadership expertise in supporting the Data Centers, including growth and scalability requirements, and new technologies.
• Provide low level vendor management and assist in vendor selections
• Serve as a liaison with Applications teams and Management, Network, Operations/Engineering and Facilities groups
• Development and enhancement of Distributed Systems SOP documentation and process, including emergency response, and physical security management
• Responsible for notifying and coordinating projects directly affecting business users
• Enforce strict Change Management policies regarding productions changes
• Must be a consistent participant in weekly Change Control/Management (CM) meetings
• Responsible to assist in creating and enforcing technology standards for production related systems
• Create and validate metrics reports regarding the current and future state of all critical IT systems within the region, ensuring compliance with global policies
• Responsible for notifying and escalating to senior IT management regarding all program risks, issues, incidents, etc.
• Follow proper quality assurance procedures regarding releasing any and all technical changes into production
• Assist in implementing service methodologies including but not limited to, incident management, problem management, change management, capacity management, etc.
• Establishes a professional working relationship with other team members, customer, and management staff.
Basic Qualifications Customer interface, communication, and troubleshooting skills.
Demonstrated ability to lead and direct efforts using appropriate management skills including project management, budget administration, decision making, communication, and time
management. Exceptional project management skills focusing on vision and planning to ensure smooth execution and risk management/mitigation.

Technical experience leading data center hosting projects
- Expertise in the management and control of funds and resources using complex reporting mechanisms
Desired skills Strong personnel management ability including organization, coaching, monitoring and evaluation including management of remote employees.
Strong customer service orientation, planning and organizational skills.
Familiar with Oracle Financials and EBiz systems support
Familiar with Cisco FlexPod technology for server virtulization.
Ability to maintain a strong and effective service oriented approach to all activities and work effectively with various departments and operations.
Strong teamwork and organizational skills.
Highly focused on business development and increasing both organic and new business growth.

- Demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity.
