**_WORK SCHEDULE:_**This full time position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. The normal workweek is Monday – Friday.
**_PRIMARY JOB DUTIES INCLUDE:_**
This position will provide ongoing technical oversight, quality control and certification of industrial wastewater pretreatment plans and documents for the Industrial Waste Program work unit and function as a technical lead for program level projects that includes the development of permits and other approvals, the development of sampling and monitoring plans for source control studies, the development of discharge limits, and the development of public rules and local regulations. Work will be split between technical engineering reviews and approvals, project lead and non-technical administrative/lead duties. Work will be performed with minimal supervision.
Job Duties:
1. Provide technical signatory engineering design approval for industrial wastewater pretreatment facilities as mandated by state and local codes. 2. Inspect industrial pretreatment facilities to confirm conformance with approved plans. 3. Review and approve engineering reports, plans and other related documents including permits and discharge authorizations. 4. Provide technical supervision, oversight and quality control for Industrial Waste Program projects. 5. Act as the technical engineering expert for multiple programs, projects and or management. 6. Organize, and direct the work of project teams 7. Serve as wastewater division technical expert in one or more areas of expertise within king County as well as regionally. 8. Act as technical liaison on modifying and updating the King County Code, Public Rules and procedures associated with the Industrial Waste Program. 9. Respond to questions from the general public, consultants and/or other County staff regarding technical issues related to Pretreatment standards and discharge limits. 10. Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills:
**QUALIFICATIONS:**
* A bachelor's degree with major course work in chemical, civil or environmental engineering or related fields is required.
* A minimum of five years of engineering experience in design, construction and / or operation of pretreatment systems is required. Experience must demonstrate advanced knowledge of chemistry, mathematics, physical and engineering sciences and the principles and methods of engineering analysis and design.
* Must be able to communicate clearly and effectively both orally and in writing and be able to relate technical information to a wide variety of audiences such as consultants, contractors, vendors, and project team members.
NECESSARY SPECIAL REQUIREMENTS:**
* Valid Washington State driver's license or out-of-state equivalent is required.
* A professional engineering license is required. Registration as a professional engineer in the state of Washington or the conversion of an out-of-state license within 90 days from date of hire is mandatory.
* Knowledge of municipal wastewater treatment plant processes is required.
* Demonstrated knowledge of pretreatment regulations is required.
* Demonstrated knowledge and experience in the design, operations, or review of industrial wastewater pretreatment plans and documents is required.
* Skills in policy development
* Advanced planning skills
* Skill in managing a number of projects and / or programs
* Knowledge of intergovernmental relations
* Increasingly responsible experience as a lead in a work unit or project team environment.
* Demonstrated ability to work in a team environment and with a diverse group of people.
**HIGHLY DESIRABLE:**
* Experience with approval of engineering reports, plans and other related documents of industrial facilities
* Experience in a position with supervisory responsibilities.
* Experience leading public meetings and presentations and demonstrated proficiency in communicating complex technical subjects to the general public and government officials.
