Program Management Organization, Enterprise Services, Communications, Information and Network Programs, NAS Voice Systems Sub Team, and reports to the team manager. He/she functions as an individual contributor, member of a project team, or project lead and applies experience and comprehensive knowledge of engineering
principles, theories, and concepts in dealing with engineering analyses of Air Traffic Control (ATC) automation or large scale real time systems. As an expert in his/her field, the incumbent of this position is responsible for the research, development, and acquisition of complex and highly integrated engineering technology and advanced
air traffic control equipment and systems required for establishing and maintaining safe, efficient, productive, and cost-effective operation of the National Airspace System (NAS). Leads the design, development, and conduct of complex independent and inter-dependent engineering studies (i.e. feasibility, life-cycle costing, efficiency, risk
analysis, cost benefit, and other engineering economics studies). Duties include, but are not limited to, the following:
Supports NextGen transformational programs by assisting in developing a strategy to move the NAS Voice System (NVS) through the Final Investment Decision (FID) and In-Service Decision (ISD) processes. Experience coordinating with stakeholders. Develops detailed cost, benefit, and cost efficiency estimates as a basis for the program baseline, and coordinates extensively with Investment Planning and Analysis Group. Identifies and resolves highly complex problems or issues which often cross organizational boundaries
and impact on the accomplishment of strategic objectives. Typical assignments may include system design and integration, extensive research, and direct responsibility for project/program management.
Applies knowledge of FAA acquisition policies and objectives to identify, define, and organize work for multiple work activities within established schedules. Coordinates with stakeholders on mission needs, develops acquisition strategies, coordinates strategies/requirements with participating organizations, develops statements of work and other procurement documentation, and develops system specifications to support program procurements. Applies experience in the development of the OMB Exhibit 300 and
Exhibit 53 as well as the OMB Dashboard.
Prepares, reviews, and may approve organizational reports or policies for internal and external distribution. Develops briefings to convey how the NVS Program meets the FAA's strategic vision to internal and external audiences including Office of Management and Budget (OMB), Department of Transportation Office of Inspector General (OIG), and Government Accountability Office (GAO).Participates in interdisciplinary team of technical experts to research, develop, test, acquire, and/or implement engineering systems that impact the NAS.
Provides guidance to the multiple functional areas involved in the NVS Program. Takes inputs from internal and external stakeholders of the NVS to develop plans, techniques, and policies. Utilizes experiences gained from other NextGen transformational programs to anticipate problems on the NVS Program. Cooperates with other NextGen Programs to ensure that the NVS will meet the FAA's NextGen requirements.
Creates and develops a measurement and analysis process to collect and analyze data and to provide insight into performance relative to strategic goafs and program baselines. Develops program goals for each fiscal year, defines steps to achieve goals, and status monthly to FAA management. **EDUCATION:** Please see qualifications for the educational requirements. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics;(e)electrical fields and circuits;(f)nature and properties of materials (relating particle and aggregate structure to properties);(g)any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. ALTERNATIVE QUALIFICATION METHODS: Candidates may substitute for the basic qualifications an alternative requirement of at least 4 years of college level education, training, and/or technical experience that furnished (1) a thorough knowledge of engineering technical training, (2) demonstrated knowledge of system engineering and/or research and development on future aviation related hardware and software systems (continued below): (3) demonstrated experience on development of technical programs, e.g., weather, automation, etc., (4) current registration as a professional engineer in any state, the District of Columbia, Guam, or Puerto Rico, (5) evidence of having successfully passed the Engineering-In-Training examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examinations in various states, the District of Columbia, Guam, or Puerto Rico, (6) successful completion in an accredited college or university of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering, or (7) successful completion in an accredited college or university of a full 4-year or longer related curriculum leading to at least a Bachelor's, or higher, degree in engineering technology or in an appropriate professional field.

In addition to the basic requirements, all candidates must demonstrate one year of SPECIALIZED experience equivalent to the next lower grade in the Federal Government. SPECIALIZED experience is experience which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position and that is typically in or related to work of the position to be filled. To be creditable, specialized experience must have been at least equivalent to the FG-13 or FV-I band for the FV-J level in the normal line of progression for the occupation in the organization.
One year of specialized experience is defined as experience in the areas of engineering and program management of aviation communications programs.
