**Description**
The **Training Specialist** supports the strategic planning, development and implementation of Phillips 66 Midstream training programs, develops and audits training and coordinates the activities of vendor supplied training and development. Domestic travel up to 20% may be required.
**Responsibilities may include:**
* Operations and Maintenance Curriculum Development, Maintenance Planning, Technical Writing (Training Programs, PM, Tasks and OJT’s)
* Scheduling and managing technical training logistics for Midstream Training
* Conducting needs analysis to determine task list, training needs, course development, and training delivery methods (OJT, CBT, Instructor-led, Video, etc.)
* Supporting the strategic planning, development, and implementation of the Midstream training program
* Liaising with Business Unit Partners to determine training needs based upon individual position / location requirements
* Developing training materials and courses including On-The-Job Training (OJT) modules, task lists, checklists and identifying/coordinating training and development partners (i.e. subject matter experts, vendors, community colleges, technical schools, etc.)
* Facilitating committee / project meetings and discussions with Subject Matter Experts
* Identifying internal and external training best practices
* Auditing/Monitoring effectiveness of training and adjusting accordingly
* Identifying and maintaining training equipment
**Qualifications**
**Basic/Required:**
* Legally authorized to work in the United States on a regular full-time basis without restrictions
* Associate’s degree or higher
* Five (5) or more years of experience developing and implementing technical training programs
* Working knowledge of Department of Transportation (DOT) Operator Qualification (OQ) Rule
* Working knowledge of DOT regulations CFR 49 Part 195 and 192
* Willing and able to travel domestically 20% of the time
* Current valid driver’s license
**Preferred:**
* Bachelor’s degree
* 5 or more years of experience with pipeline and terminal operations
* 5 or more years of experience in the oil and gas industry
* Presentation skills - Develop and deliver presentations and training; demonstrate excellent technical writing skills and effective oral communication skills
* Project Management skills - Plan, prioritize, organize, control, allocate and coordinate resources for projects
* Customer Service skills - Build and maintain relationships with personnel at all levels of the organization
* Strong knowledge of desktop computer applications
* Excellent interpersonal skills
