*Description:*

Under the direction of the Business Planning Manager, this position will supervise and lead the Supply Chain function; ensuring that these operations are fully supported; goods and services are acquired and delivered to internal customers in an optimal fashion, at the lowest total Life Cycle Cost. Execute and leverage strategic sourcing strategies and contracts for local businesses. Manage and optimize the procurement function including contracting, buying, receiving, warehousing, issuing, and investment recovery.

**Responsibilities may include:**

* Ensure that safety standards and procedures are followed at all times.
* Establish and enforce safe work behaviors.
* Ensure that corporate strategies and services are executed within the local business units for Leveraged Services Center, Strategic Sources and Centers of Excellence (Inventory Management, Projects and Commercial Excellence).
* Negotiate contractual terms and conditions to satisfy company needs.
* Provide organization with supply chain services including contracting, buying, inventory management, materials management, and Procure-to-Pay transactional excellence.
* Ensure Supply Chain staff are fully supported and developed through challenging work and growth opportunities. Utilize P2P, Contract Management System, and IM/MM reporting capabilities to track performance and delivery of cost savings.
* Ensure a good control environment and compliance with SOX, Internal Control Standards, and Procurement policies.
* Manage both the strategic and tactical Supply Chain Management activities for the business.
* Benchmark the internal and external procurement community to understand and ensure best in class performance.
* Ensure that the Supply Chain function is involved in routine maintenance, turnaround and project "Front End Loading" to develop commercial strategies and execution plans.
* Support process excellence networks.
* Oversee value adding materials procurement and contracting with third parties through creative use of performance-based contracts as appropriate.

*Basic/Required:*

* Legally authorized to work in the United States
* 5 or more years of procurement related experience
* Must possess a valid TWIC card, or if selected for this position, qualify for a TWIC card by start date. Transportation Workers Identification Credential (TWIC)
* Proficiency in Microsoft applications including Word, Excel, Outlook
* Previous procurement-specific SAP experience

*Preferred:*

* Bachelor's or Master's degree in related field
* Previous refinery industry experience
* 5 or more years of supervisory experience in procurement or a related area
* Demonstrated commercial and business acumen with an ability to create value-adding opportunities with third party providers
* Strong work ethics; commitment to core values and highest standards of ethical behavior
* Strong communication and interpersonal skills
* Demonstrated leadership skills with commitment to people and personal development, proven ability to lead and motivate diverse groups of people to achieve significant results
* Demonstrated ability to effectively network and influence others

*TWIC:*

This position requires you to have a Transportation Worker Identification Credential (TWIC card) to gain access to secure areas of Maritime Transportation Security Act (MTSA) regulated facilities and vessels.
