This position is located in the Department of Health and Human Services (DHHS), Health Resources and Services Administration (HRSA), Bureau of Health Workforce, Office of Workforce Development and Analysis in Rockville, MD.

The Health Resources and Services Administration (HRSA), an agency of the U.S. Department of Health and Human Services, is the primary Federal agency for improving access to health care services for people who are uninsured, isolated or medically vulnerable. (https://www.hrsa.gov)

Comprising five bureaus and 10 offices, HRSA provides leadership and financial support to health care providers in every state and U.S. territory. HRSA grantees provide health care to uninsured people, people living with HIV/AIDS, and pregnant women, mothers and children. They train health professionals and improve systems of care in rural communities.

The Bureau of Health Workforce improves the health of the nation''s underserved communities and vulnerable populations by developing, implementing, evaluating and refining programs that strengthen the nation’s health care workforce. The Office of Workforce Development and Analysis (OWDA) serves as the focal point in the coordination, direction and oversight of Bureau programs that provide grants to institutions and organizations in support of the recruitment, education, training and retention of a diverse, culturally competent health care workforce that is ready to provide access to the nation’s vulnerable and underserved populations. In addition, the office is also responsible for analyzing the current and future health workforce needs and trends.

This position is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration''s mission, goals and objectives.

This position is in the Senior Executive Service (SES), an elite group of senior government leaders who possess broad experience and the strong skills required to lead across organizations. This dedicated corps of executives is charged with providing strategic leadership and upholding a commitment to public service that transcends loyalty to a specific agency mission or individual profession. As an SES member you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

U.S. Citizenship is required. Background and/or Security Investigation required. Must complete 1 year SES probationary period, if not previously completed. Males ages 18 through 25 must be registered with the Selective Service.

**If selected as the Director, you will:**

* Provide overall direction to promote the implementation of programs under Title’s III, VII, and VIII of the Public Health Service Act and Section IV of the Healthcare Quality Improvement Act.
* Plan, manage, direct, and coordinate the functions of the Office and its relationships with other national health programs that strengthen the nation’s health care workforce.
* Direct and coordinate day-to-day operational activities related to policy development, program implementation, or administrative management.
* Direct and formulate overall strategy and policy for OWDA grants to institutions and organizations for the recruitment, retention and training of a diverse health professions workforce and faculty.
* Establish program goals, objectives and priorities and provides oversight to their execution.
* Direct the workforce data collection and analysis efforts in support of BHW programs and the evaluation of grantee performance and program outcomes.
* Interpret national trends and their possible effect on BHW, HRSA and Department-wide activities and recommends action to the Associate Administrator.
* Direct the development of new legislative proposals or proposes modifications to existing legislation.
* Represent the BHW to HRSA, OS, OMB and other Government Agencies, State and national organizations and directly through membership on interagency committees and task forces.
* Select evaluation projects or studies to be conducted for use on a broad range of program concerns.
* Provide policy guidance on the formulation of the OWDA budget.

**Experience:**

To qualify for this position you must possess specialized experience in a managerial capacity with responsibility for providing executive leadership to a large and diverse organization responsible for supporting health professions workforce training programs to increase availability of health professionals across the nation in response to changing health care delivery systems. This experience must be evidenced by sophisticated analytical skills, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, educational institutions, and nonprofit and private sector organizations.

**Senior Executive Service Requirement**

Unless you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program (CDP) approved by the Office of Personnel Management (OPM), you must provide a narrative statement covering each of the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) in order to receive consideration for the position. Current or former career SES members are not required to address the ECQs, but must address the TQs.

Public Health Service Commissioned Corps Officers interested in applying for this position to serve in the SES must resign their commission if selected. **Technical Qualifications** **(TQ)**

The following technical qualifications are essential to perform the duties and responsibilities of the position:

2. Demonstrated ability to work with diverse interests and viewpoints to achieve consensus on goals and objectives.

3. Demonstrated experience in explaining, advocating and expressing facts and ideas on health care delivery or health care workforce topics in a convincing manner to individuals and groups internally and externally, as well as, developing an expansive professional network with other organizations to identify the internal and external factors that impact the work of the organization.

**Executive Core Qualifications** **(ECQ)**
