POSITION SUMMARY

The ND Midstream Emergency Response Specialist is directly responsible for providing and supporting EHS oversight & activities with a specific focus on the Tioga Gas Plant (TGP), associated Gathering Systems & Compressor Stations and Mentor Facility. This position would additionally act as an EHS emergency response resource for the Tioga Rail Terminal (TRT) Natural Gas Liquids (NGL) Loading Terminal as well as for other ND Production Field locations as needs arise. Additional assistance may be extended to other ND value chains as needed: Well Factory & Infrastructure. Activities relate to fire suppression systems and emergency response activities. The incumbent is responsible to (1) promote, monitor & implement HESS Rules, Safe Work Policies & Procedures, EHS Standards & Key Processes and Regulatory Training to ensure compliance with company, Federal, State and Local requirements; (2) Maintain safety equipment in accordance with NFPA, OSHA and other regulatory agencies as required; (3) Maintain environmental compliance in accordance with EPA, DOT and other regulatory agencies as required; (4) Support all other EHS team members in ND in their management of HESS and Contractor Safety awareness programs, safety and regulatory inspections & incident investigations; (5) Maintain competency readiness of personnel for fire and emergency rescue response. The TGP and part of the TRT are facilities whose EHS efforts are regulated by OSHA's Process Safety Management (PSM) regulation as well as other compliance laws and programs relating to the DOT and thus a general knowledge of PSM & DOT is encouraged.

ROLES & RESPONSIBILITIES

* Assist in the development, coordination and presentation of compliance training programs for ND value chain employees as regulatory requirements mandate (i.e., first aid/CPR, confined space, respiratory protection, H2S, etc.)
* Assist with Contractor Orientations (as necessary)
* Assist with EHS Onboarding orientation for new/transferred employees and embedded contractors
* Assist with ND Security responsibilities as needed
* Assist with the continued development and implementation of Hess EHS Policies and Procedures, EHS Training Programs and Emergency and Medical Response Procedures to ensure that the highest level of compliance and readiness is achieved
* Collaborate with other Hess EHS ND Team members to share best practices, corrective actions, and process
* Establish and maintain open lines of communication with all personnel to promote the safety program improvements
* Lead EHS related events including training, staff meetings, monthly safety meetings etc.
* Lead/Serve as member of incident investigation teams to assist with the determination of root causes and subsequent identification and implementation of corrective actions
* Participate as a member of the ND PSM team with joint participation in oversight of Contractors, Permitting (hotwork, lifts over process, confined space entry, etc), Emergency Planning and Response, Compliance Auditing, Process Hazards Analysis teams
* Participate in technical reviews as necessary: HazOps, PPE, new chemical reviews, etc.
* Provide support as required to the Hess EHS Contractor Management Team

* Assess emergency response processes in the areas of responsibility to identify gaps and coach for continuous safety improvement & risk management
* Assurance of competency training for emergency preparedness, HAZWOPER/emergency response procedures and drills
* Coordinate scope of work for EHS contractors hired for special projects (confined space rescue, high angle, etc.)
* Monitor and support efforts of hazardous waste removal and site remediation, occupational health and process safety
* Facilitate and conduct HERT (Hess Emergency Rescue Team) training
* Lead role in emergency response team activities including response to hazardous materials, rescue and fire emergencies
* Liaison with Community Emergency Response groups (mutual aid LEPC, Fire Dept, Hospitals, etc.)
* Provide a strong leadership role in the ND Emergency Response Plan manuals and program upgrades & annual reviews
* Provide EHS support to all value chains under the direction of the ND EHS Manager. Conduct site visits to establish and build working relationships with the workforce. Communicate and understand the potential risks and needs experienced by the workforce and assist in mitigating potential hazards.
* Provide guidance and direction in the determination of job risk and mitigation measures
* Provide strategic direction to Fire Brigade and Hess Emergency Rescue Team training program - long-term program planning and revision
* Support ND EHS team members by serving as back-up for Safety Specialist and Primary Incident Commander - providing a leadership role during ND emergencies inspections
* Assist in conducting annual inspection and testing of fire water pumps
* Complete successful start-up of TGPE safety equipment
* Conduct annual inspection of foam samples for third party lab analysis
* Conduct quarterly inspection of all Mid-stream Spill Response Trailers in ND to ensure adequate supplies are maintained as per ND Emergency Response Plans
* Ensure adequate maintenance of first aid kits, safety showers, emergency lighting & emergency breathing air escape units
* Maintain air movers
* Maintain and fill breathing air; Obtain quarterly breathing air samples for third party lab analysis
* Oversee annual full body harness/lanyard inspections
* Oversee annual inspection of Emergency breathing apparatus, portable fire extinguishers
* Oversee annual inspections of fire monitor, deluge system, fire hose, fire hydrant, post indicator valves and stationary hose reels
* Oversee Monthly inspections - to include hose carts, foam carts, foam stations, emergency breathing apparatus, portable fire extinguishers
* Perform safety inspections of excavations (maintain Excavation Competent Person qualification)

QUALIFICATIONS

* Preferred minimum of 7 years EHS experience in oil & gas operations (ideally with plant & field operations / process / drilling / completions / workover / construction / PSM / DOT) with emphasis on hazard identification and control
* Highly effective interpersonal skills (influencing without authority, working in diverse groups) and an ability to clearly communicate complex issues to non-technical peers, site management and to the community
* Effective written and oral communication skills
* Ability to work in a 'team' oriented environment
* Ability to influence and train others in EHS programs
* Proficient with MS Office applications including Word, Excel, PowerPoint and Outlook
* Experience with SharePoint, SAP, EDMS, ARC GIS and/or Map Source a plus
* Ability to handle multiple tasks, work independently and manage priorities
* Detail oriented with superior organizational skills and an ability to manage multiple large projects at once
* Must meet medical standards required for entry into a respiratory protection program (including self-contained breathing apparatus and negative pressure respirators)
* Experience with incident investigation and root cause analyses

Education, Training & Certifications

* Bachelor s Degree from an accredited university in Fire Protection and Safety Engineering or equivalent; or High School Degree with commensurate experience
* Working knowledge of EHS Safety Management Systems, OSHA, EPA, NFPA, NDIC, ND DoH, DOT and other applicable regulations to oil and gas industry, emergency response and hazardous materials transportation and handling regulations and PSM operating practices
* Acquiring/Maintaining Emergency Response SME skills
