Job Description:

The Registrar is responsible for ensuring the integrity of student records and upholding the related institutional policies. This position provides leadership and oversight of the Registrar’s Office and develops procedures that facilitate efficient maintenance of academic records with a focus on increasing the role of technology to advance the work of the Office. The position also ensures compliance with academic, regulatory and accreditation policies and requirements. The Registrar collaborates with faculty and other administrators to foster an environment that supports students’ success at The College of Saint Rose.

RESPONSIBILITIES:

* Oversee the collection and maintenance of official student records, including registration data, transcripts and other required documentation.
* Develop and maintain record-keeping policies and procedures that ensure high standards for accuracy, integrity and confidentiality of data as well as compliance with FERPA guidelines.
* Research and offer recommendations for innovative technology solutions and other improvements to processes, systems and applications to enhance Registrar's Office services, daily operations, and strategic direction.
* Establish the semester class schedules in partnership with Deans and Faculty.
* Oversee the entry of student grades each semester, meet with Deans to review records of academic deficiencies, ensure that the appropriate process is followed in regards to dismissals and academic probation.
* Oversee the certification of students' graduation eligibility and conferral of degrees. Participate in conducting the degree audit.
* Manage and update the Degree Works degree audit system to ensure that the requirements for each program and major are consistent with the course catalog and reflected accurately in the system.
* Provide accurate and timely reports to National Student Loan Clearinghouse.
* Oversee and advise Assistant Registrar for Special Projects in managing the contract programs.
* Provide leadership in the research and resolution of student disputes/complaints pertaining to academic records, registration and eligibility for graduation, with the goal of ensuring both the satisfaction of the student and compliance with College policies.
* Oversee efficient completion of all the Registrar’s Office responsibilities. Serve as resource for the Office employees, inspiring teamwork and the culture of service excellence.
* Collaborate in completion of ongoing responsibilities of the Office, such as evaluation of transfer credit, veteran student benefit certification, maintaining the course equivalency database and providing ad hoc reports to other College departments.
* Develop and administer the Office budget.
* Interpret and communicate academic regulations effectively to all constituencies.
* Collaborate with Faculty, Deans, ITS and other Administrators to facilitate and optimize services provided to students in the areas of course registration, transcript processing, graduation and other areas managed by the Registrar’s Office.
* Serve on College committees, including Admission & Retention Committee and other committees as appropriate.
* Participate in annual professional conferences and represent the College in establishing working relationships with a diverse group of leaders and peers at other institutions.
* Other duties as assigned by the Provost.

Requirements:

* Master's degree from an accredited college or university required. Master's degree in a discipline such as higher education administration or leadership, business administration, information systems, college student services administration, or similar disciplines is preferred.
* Minimum of eight years of professional work experience with five years of progressively responsible experience within a Registrar’s office of a bachelor’s degree granting institution is required.
* Demonstrated expertise in managing and ensuring the integrity of academic records.
* Expertise in interpreting and communicating academic policies, procedures and practices.
* Experience in managing a degree audit system, such as Degree Works and utilizing a student registration information system/database, such as Banner.
* Demonstrated vision and innovative approach to Registrar’s Office work with emphasis on supporting and increasing the use of technology.
* Proven history of quality service in the areas of work such as student registration process; creating a semester schedule; degree audits; reporting and use of reporting tools; degree and enrollment certifications; veteran certification process; automated transcript systems.
* Experience conducting transcript evaluations and creating articulation agreements is preferred.
* Expert knowledge of federal and state regulations applicable to the academic environment, especially FERPA regulations; familiarity with AACRAO, NAFSA and NYSED policies and guidelines. Experience with required reporting.
* Demonstrated ability to exercise professional judgment and discretion in establishing, implementing and interpreting policies and procedures.
* Experience in resolution of student complaints and disputes; demonstrated ability to balance adherence to policies with a need to support student success.
* Experience in budget management and fiscally responsible approach to budgeting.
* Experience managing employees with commitment to diversity, teamwork and service excellence.
* Awareness of broad issues affecting the Registrar work in higher education today, particularly those critical to maintenance of student academic records as well as student enrollment and retention.
* Demonstrated ability to cultivate and maintain collaborative partnerships with institution’s faculty, deans and other administrators to ensure superior service to students.
* Demonstrated experience working with diverse student populations.
