Tetra Tech currently has an opportunity for a Senior Procurement/Subcontracts Manager at our Clear Lake, TX location. PRINCIPAL DUTIES AND RESPONSIBILITIES: Prepare solicitations, negotiations and award documents for complex service and construction projects. Assist the Manager, Procurement in training staff on proper administration techniques, claims avoidance and negotiation. Interpret federal statutes, regulations and orders. Provide interpretation and application instructions on Walsh-Healy Public Contracts, Service Contracts and Davis-Bacon Acts to Procurement staff and customers. Conduct peer reviews and administer complex subcontracts through their closeout. Develop subcontracting plans. Conduct pre-proposal and pre-performance conferences. Construct reviews of subcontractor insurance coverage, determine the validity of costs and issue notices of intent to disallow costs. EDUCATION AND EXPERIENCE: Bachelors degree from an accredited institution. 15 years of applicable experience in all aspects of industrial construction materials and supplier procurement. Must possess excellent knowledge in all details of materials and supplier solicitations, subcontractor commercial negotiations, commercial terms, contracting methods, and commercial contract documentation. Must possess good communication and negotiating skills, excellent knowledge of industrial specification terms primarily with mechanical, civil and structural materials. Must be able to prepare bid tabulations and perform commercial value assessments for recommendations to management and execution of procurement and subcontract documents.
