The complex program activities performed in these facilities have a major impact on the overall DOE/NNSA mission. You must be a United States Citizen. Subject to Random Drug Testing. **As a Facility Representative, you will:**

Conducts walk-through inspections of the facilities and/or operations for the purpose of identifying hazards, incidents of non-compliance with standards and guidelines, and potential problem areas.

Observe, appraise and evaluate contractor performance through surveillance, field observations, coordination, and evaluation of operational integration of production, environmental compliance, maintenance, utility operations, quality of performance, and industrial, radiological and/or nuclear safety.

Ensures contractor management control systems and procedures adhere to NNSA/DOE and national nuclear, radiological and/or industrial safety, and environmental compliance program requirements, policies and practices, and contractual obligations.

Serves as primary interface between NNSA/DOE management, local and Headquarters, and the contractor, and maintains cognizance of all operational activities, both technical and administrative, in providing technical and policy guidance, direction and interpretation.

Represent the agency in hearings, high level meetings, conferences and special working groups with M&O; contractor executives and subject matter experts, State and Federal regulators (e.g. EPA, NRC, National Academy of Science), and oversight entities. **801** - Degree: professional engineering. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. **OR** Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. There are alternate methods to meeting the engineering educational requirement (e.g., holding current professional engineering registration, having passed the EIT examination, or having completed specified academic courses or a related degree). A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade in the Federal service; i.e., for EN-3 the next lower equivalent is equivalent to GS-11 or NN-2 for NNSA Demonstration Project employees; for EN-4, the next lower level is equivalent to EN-3, GS-13, or NN-3.

Specialized experience for the EN-3 is defined as experience serving on a team or supporting technical evaluations of contractor operational and implementation plans including in an industrial, nuclear or non-nuclear facility. Specialized expereince for the EN-4 is defined as experience applying nuclear safety, radiological or industrial safety, and/or environmental compliance program requirements, policies and practices, providing thoroughly sound technical advice that directly affects the safety and well-being of Federal and contractor employees.

Examples of specialized experince include:

1. Ability to serve on a team that evaluates operating systems, processes, formality of operations, material flows, waste streams, instruments/alarms, control room practices, maintenance, and construction.

2. Conducting field observations, surveillance, and evaluation of operational integration of production, environmental compliance, maintenance, utility operations, quality of performance, radiological and/or nuclear safety.

3. Knowledge of NNSA/DOE policies and orders, and national codes, regulations and standards in the areas of industrial safety, environmenal protection, worker health and safety, nuclear/nuclear explosive safety, and or quality assurance.
4. Ability to interpret, apply, and enforcethese guidelines in the context of operations in assigned Defense Nuclear Facilities.
5. Skill in communicating orally in order to maintain constant surveillance and effective communications with M&O; contractors, site managers, and federal, state, and local regulatory agencies and other stakeholders.
