WHAT DOES AN ATTORNEY-ADVISOR DO? **You will serve as a legal expert on matters (e.g. cases, projects) under the jurisdiction of the office to which assigned, acting as consultant to the Chief, Legal Analysis Branch of the Office of Professional Responsibility (OPR). As such, the incumbent must perform duties that fall into two main categories of work: (1) case or project work in which the incumbent is responsible for personally carrying out a variety of research, advisory, analysis, and review functions to handle, resolve specific case issues under the jurisdiction of the office with decision-making and review signatory responsibility for final product outcome as delegated by the manager; and (2) program responsibilities in which the incumbent is responsible for assisting in efforts to improve the quality and efficiency of office programs and services by providing support in the coordination, liaison, and or strategic planning of the office''s work activities.

**WHAT IS THE OFFICE OF PROFESSIONAL RESPONSIBILITY?** The Office of Professional Responsibility (OPR) mission is to interpret and apply the standards of practice for tax professionals in a fair and equitable manner. OPR''s vision, mission, strategic goals and objectives support effective tax administration by ensuring all tax practitioners, tax preparers, and other third parties in the tax system adhere to professional standards and follow the law. OPR''s goals include the following: (1) Increase awareness and understanding of Circular 230 and OPR through outreach activities, (2) Apply principles of due process to the investigation, analysis, enforcement and litigation of Circular 230 cases and (3) Build, train, and motivate a cohesive OPR team.

As an Attorney-Advisor you will:

* Participate in the legislative process by making recommendations for legislative changes; evaluate recommendations made by other offices; work with Tax Legislative attorneys and Congressional staffers in the development of legislation; and participate in drafting sessions.
* Serve as the principal drafter of regulations with the oversight of other attorneys or regulations with limited scope. Work with other attorneys in the Service, and Treasury in developing regulations, briefings on policy and legal issues, and moving regulations through the extensive review process. Participate in public hearings on proposed regulations and evaluate the written and oral comments made by taxpayers and their representatives.
* Analyze and prepare responses to requests for private letter rulings submitted by taxpayers and their representatives. Request additional information as needed. Maintain contact with taxpayers'' representatives with respect to the status of ruling requests and problems encountered.
* Schedule taxpayer conferences and explain Service position to taxpayers and their representatives at those conferences.
* Process requests for technical advice received from field offices of the Service. Work with the personnel of the field offices to ensure that all relevant information has been obtained and that the proposed answer to the technical advice request is responsive and workable. Coordinate proposed responses as appropriate.
* Provide support to Tax Litigation in the form of Office memoranda and informal legal advice. Work with Tax Litigation attorneys to ensure consistency of position between the technical and litigation functions.
* Analyze complex legal issues and draft memoranda as assigned. Work with reviewers to produce final memoranda and coordinate memoranda with other offices as required. Perform other legal research and drafting as assigned. Prepare briefings and position papers on significant issues.
* Participate in briefing significant issues to reviewers at all levels of the Internal Revenue Service and Treasury. Follow up on requests for additional information and draft conference memoranda and other documents as requested.

**BASIC REQUIREMENTS:**

You must be a graduate, with an LL.B. or J. D. from a full course of study in a School of Law accredited by the American Bar Association, or a State Accredited Law School, and be a **CURRENT** member in good standing of the bar of a state, territory of the United States, the District of Columbia, the Commonwealth of Puerto Rico or the Commonwealth of the Northern Mariana Islands.

**GS-11 LEVEL:**

A. Completed one year of professional legal experience; OR

B. Obtained the second professional law degree (LL.M) which requires one full year of graduate study; OR

C. Have at least one year of specialized experience equivalent to the next lower grade level of the normal line of progression of this position in the Federal government. This experience will equip you with the competencies necessary to successfully perform the duties of this position. Specialized Experience includes experience working with Federal tax laws, including Internal Revenue Code, Income Tax Regulations, IRS Revenue rulings and procedures and precedent decisions, Treasury Circular 230, or other areas related to the position to be filled. Examples of specialized experience in or related to preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. You may have experience analyzing and adjudicating tax matters, appeals, settlement offers, or similar work related to Federal tax operations. Work as an attorney or tax attorney that requires legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations. Or work as an attorney or tax attorney that required application of the Internal Revenue Code and related laws.
