Please refer to our Circular No. 2015/08 dated 20.01.2015, advising you the circumstances under which the decision, to put four days strike from 21.01.2015 to 24.01.2015 on hold, was taken. The apprehensions and feelings conveyed by your representatives in the UFBU meeting have proved true. The promises made by the IBA to defer the four days crucial strike have been breached. United Forum of Bank Unions has been forced to restart the agitation programme, which was put on hold due to the assurances of the IBA for a reasonable negotiated settlement. We reproduce, hereunder, Circular No. UFBU/2015/45 dated 04.02.2015 of United Forum of Bank Unions.

QUOTE:

“In our earlier Circular No.UFBU/2015/44 dated 19-1-2015, we had informed that in the background of the assurance given by IBA towards expeditious wage settlement and considering the positive developments since last conciliation meeting held on 5th January 2015, UFBU had put on hold its call for 4 days’ strike from 21st January 2015.

In this background another round of negotiations between IBA and UFBU was held in Mumbai yesterday (i.e., 3rd February 2015).  Subsequent to a general reporting of the discussions held in the meetings of the three Sub-Committees on (i) Employees’ service conditions, (ii) Officers’ service conditions and (iii) revised medical reimbursement scheme, the important issue of further improvement in the wage increase offer came up for discussion.  IBA sought the view of UFBU about revising its demand from 19.5% in order to arrive at a final deal.  UFBU informed IBA that the wage increase offer needs to be substantially improved by IBA as assured and accordingly UFBU would negotiate further to reach a final accord.  Quoting, once again, the strenuous financial performance of various Banks, IBA informed that the banks are not in a position to accept the demand of the UFBU.  After prolonged discussions, IBA finally proposed to improve their offer from 12.5% to 13% and expected UFBU to scale down its demand.

Since the increase in offer of 0.5% by IBA was paltry, inadequate and not satisfactory, UFBU met thereafter and decided to revive the strike programmes as under:

Comrades, the sincere and persuasive efforts of UFBU to negotiate a reasonable and mutually acceptable wage increase are being misunderstood by the IBA and the Government as its weakness.  With utmost patience, for the past two years, UFBU has been making its best efforts to settle the demands amicably.  At every point of time, we have shown our flexibility.  But unfortunately, it is not being reciprocated by the IBA.

When the entire workforce in the banking industry is making every effort to implement the various programmes of the Government including the recent Jan Dhan Yojana, when employees and officers are working under lot of stress and maximum difficulty due to manpower shortage and increased volume of work, it is regrettable that the Government is remaining a passive spectator without initiating any steps to find an amicable solution to the genuine expectations of  bank employees for a better and reasonable wage revision.

UFBU has been once again pushed to the path of struggle.  We call upon all our units and the entire membership to rise as one and plunge into action to implement the programmes successfully.

State-level UFBU meetings should be held immediately to plan out the steps to be initiated for making all the programmes a total success.

Comrades - March ahead with solidarity and unity – Let us exhibit clearly that our united movement brings Success and success alone.....

WAGE REVISION - A CRUCIAL 16TH ROUND.

HOPES BELIED- REVIVE THE CALL OF 4DAYS STRIKE - FEB 25TH TO 28TH, 2015.

INDEFINITE STRIKE FROM 16TH MARCH 2015.

As conveyed to UFBU Convenor on 19th Jan, 2015 to have the talks on 3/02/2015, by the Chairman of the Negotiating Committee, the four days strike was put on hold as a consensus decision by UFBU.

True to the expressions made by the Chairman Negotiating Committee, IBA held the 16th round of discussions with all the eleven unions' representatives.

IBA team was led by Shri.Rajeev Rishi,Chairman, Negotiating Committee IBA,Shri.Ashwani Kumar CMD,Dena Bank, Shir.Animesh Chauhan MD & CEO OBC,Shri.Ashwin Mehra,DMD,SBI,Shri.Shyam Srinivasan, CEO FB, Shri.B.Raj Kumar ED I.B.,Shri M.V.Tanksale,CEO IBA, Shri.K.Unnikrishnan Dy.CEO IBA besides other HR officials.

While initiating the discussions by Chairman Negotiating Team, he advised the chairmen of the three sub committees to keep abreast the developments in the meetings held on 14th and19th Jan, 2015 for the benefit of the members of the full committee. On the much vexed issue of %age hike, IBA insisted UFBU to reduce the % of PSCs to enable to clinch the matter, as the IBA has committed to conclude the discussions by 15th Feb,2015.

UFBU constituents were very firm and insisted IBA to respond, as the deferment of action programmes were at the behest of IBA on 19thJan,2015. The exercise of see saw continued for considerable time. Ultimately IBA came out with a meager offer of 0.5%,thus rounding it off to 13% of PSCs and abruptly closed the dialogue.  Hence the crucial talks ended with belied hopes. After thorough assessment of the situations, the nine constituents of UFBU felt and resolved to revive the put on hold exercise of 4/5 days strike action followed by the indefinite strike from16th March 2015.

Comrades, we are reasonable and also restraint in our approach in the negotiations consistently. Our approach is being viewed/assessed as our weakness. The sternness on the part of the IBA and Government combine have been firmly reflected from the abrupt closure of the dialogue by Chairman Negotiating team of IBA.

The present situation has been forced on us. An united, disciplined and focused  struggle is the  only answer to realise the increase in PSCs along with other two key issues viz; Regulated Working Hours and 5 day working.

LET US FACE CHALLENGES UNITEDLY. CHANNELISE ALL THE ENERGIES TOWARDS REALISING THE DEMANDS LISTED BY US.

Unable to take pressure, bank officer ends life-Times of India
BHOPAL: A bank official reportedly committed suicide by jumping from third floor of a building at Arera Hills near district jail where counting for civic elections was on, here on Wednesday afternoon. Police said a suicide note was recovered from the spot in which he mentioned he was not able to handle work pressure.

A case was registered at MP Nagar police station of the city. Sanjay Shrivastava, 48, a resident of Chuna Bhatti, was chief manager in field general manager's office in Punjab National Bank at Arera Hills.

He was standing near a railing on third floor at the time incident. The employees called 108 ambulance, but before the vehicle could reach the spot, they took him in an auto-rickshaw to a hospital in Arera Colony.

He was declared dead in hospital. It was from hospital that police got information after which cops visited the scene of crime.

Initially, it was suspected he fell down while talking on mobile phone, but police said he had two mobile phones. One was found in his office and second was in his coat. Had he been talking on phone, it should have been found lying on ground, the police added.

Station house officer of MP Nagar police station Brijesh Bhargav told TOI a suicide note from the bank official was recovered.

Sources point out work pressure was the probable trigger to opt for extreme step. He did not hold any one responsible.

Shrivastava came from Uttar Pradesh in 2012 and resided in Chuna Bhatti area here. Shrivastava is survived by wife and two kids. His son is school student here and his daughter studies in New Delhi, police added.

Shri Sanjay Kumar Srivastava (48), Chief Manager posted in FGM office Bhopal has committed suicide this afternoon around 2pm by jumping from 3rd floor of FGM office. He joined FGM Bhopal in the year 2012 on promotion from UP. He succumbed to injuries on the way to hospital. He took this extreme step out of mental harassment, humiliation and torture handed out by FGM Shri Himanshu Joshi.

It has been learnt from sources that Mr. Joshi has been using all his clouts to influence the police and administration to sweep the truth under carpet. He and his associates are with the family members of the deceased showing sympathy to conceal the facts.

To quote some earlier instances of Joshi’s atrocious and ruthless behavior, Mr. V.K.Kalway DGM working under him had opted for voluntary retirement incidence and his present DGM Mr. S. K. Sharma had to be hospitalized and was in ICU during October2014. Mr. Rakesh Sharma, DGM, Circle Head Raipur under duress had applied for Voluntary retirement citing reasons wholly attributed to Himanshu Joshi.

Had our earlier representation dated 28/07/2014 to ED jointly signed by Circle Secretaries of Bhopal, Indore, Jabalpur and Raipur Circles been addressed to in right earnest, this ghastly incidence would not have taken place. (Copy enclosed)
The entire officer fraternity is shocked, traumatized and anguished by the grisly and shameful act of FGM Himanshu Joshi. We condemn this autocratic, obnoxious and disrespectful behavior of Himanshu Joshi FGM and demand for quick action against him and justice be given to the family of the deceased officer who sacrificed his life for this institution.
