Within a day after coming back to India from his highly successful US visit, Prime Minister Narendra Modi welded the broom and launched the biggest ever cleanliness and sanitation drive called 'Swachh Bharat Abhiyan' in the country on Thursday.

PSU banks, financial regulators to get full-time chiefs in Oct-FE 02.10.2014

With several public sector banks and financial sector regulators functioning without a full-time chief, the government is set to fill the top positions in October.

Kicking off the exercise, the government has brought Hemant Contractor, former managing director of the State Bank of India as the chairman of the Pension Fund Regulatory Authority of India (PFRDA).

A former official at the Life Insurance Corporation of India AP Singh is leading the race for the position of Member – Life at the Insurance Regulatory and Development Authority (Irda).

Sushobhan Sarkar, former MD of LIC, who was the top contender for the Irda position has been appointed as director of the National Insurance Academy.

Six public sector banks are functioning without a chairman and managing director now. The appointment of CMDs has been delayed following the government's move to tighten the selection process and split the role of chairman and MD. "The government may opt for the old method of CMD without bifurcation of the roles at least in some of the banks. It can't afford to delay appointments indefinitely," said a government source.

Interviews for executive directors and CMDs were held during the UPA regime, and the NDA government is set to continue the process that was left unfinished. Over two dozen General Managers were interviewed by the panel, appointed by the UPA government for selection of executive directors, last December.

The only appoint made after that process was that of SM Swati, a former general manager of the Corporation Bank, who is executive director of the Bharatiya Mahila Bank effective August 16.
As for CMDs, the chairs are vacant at Indian Overseas Bank after the retirement of M Narendra, Canara Bank after the retirement of R K Dubey, and Oriental Bank of Commerce after the retirement of S L Bansal. The CMDs of Union Bank of India, Vijaya Bank, Punjab National Bank and Allahabad Bank are also set to retire within six months.

Bank of Baroda has a vacancy at the top after SS Mundra left to join the RBI as deputy governor and United Bank of India after resignation of Archana Bhargava. The arrest of SK Jain on alleged bribery charges has left Syndicate Bank without a head.

The government is set to announce new CMDs for some of these banks by October 22, sources said.
The government is also in the process of identifying a candidate to head the National Insurance Company. The government has withdrawn AV Girija Kumar from the role of officiating CMD and K Sanath Kumar of New India Assurance is leading the race to head National Insurance.

Indian Banks’ Association refuses to limit large loan appraisals to designated
banks-ET

NEW DELHI: The Indian Banks' Association (IBA) has rejected a suggestion
to appoint large  lenders as lead banks for appraising loan proposals beyond Rs 500
crore.

The suggestion followed concerns raised by the finance ministry over banks outsourcing due diligence process to intermediaries before sanctioning loans.

"We have  conveyed our stance to the finance ministry. This is not a solution. Following
this approach, we will not be able to develop competence in other banks for appraising large projects," an IBA official said on condition  of anonymity.

IBA is a lobby group representing managements of 189  banks operating in the country. It has also argued that the same set of skills  will be required to monitor the loans  disbursed. "So, if banks do not have that skill set, there could be further  problems at different stages of that sanctioned project," said IBA official  quoted above.

Swachchh Bharat Abhiyan kicks off today: 10 key facts-FE

With Prime Minister Narendra Modi set to launch the Swachchh Bharat Abhiyan on Thursday, India is going ahead with plans to build toilets and provide sanitation facilities across schools in the country.

1. Less than a third of India's 1.2 billion people have access to sanitation and more than 186,000 children under five die every year from diarrhoeal diseases caused by unsafe water and poor sanitation, according to the charity WaterAid.
A United Nations report in May said half of India's population still practise open defecation - putting them at risk of cholera, diarrhoea, dysentery, hepatitis A and typhoid. The resulting diseases and deaths cause major economic losses, and a World Bank report in 2006 estimated that India was losing 6.4 percent of GDP annually because of poor access to sanitation.

2. According to WaterAid research, about 16 million Indians a year gain access to a basic toilet. This will need to increase to more than 100 million a year if the whole population is to have a toilet by 2019.

3. Swachh Bharat Abhiyan, or Clean India Mission, is being launched on the birthday of independence leader Mahatma Gandhi - a public holiday - and aims to inform people about the link between sanitation and public health.

4. Indian towns and cities are littered with garbage, the result of massive urban migration, poor civic planning and inadequate waste disposal systems, and rivers and lakes are polluted with sewage and industrial effluents.

5. While Prime Minister is expected to take to the narrow lanes of a north Delhi slum on Thursday for a photo opportunity, ministers and other government officials have been ordered to clean their offices - including their toilets.

6. Narendra Modi government has made building toilets a priority and he has pledged that every household will have a toilet by 2019.

7. Many civil society organisations and companies have also joined the campaign, spreading awareness in urban slums and villages by putting on street plays about rubbish disposal, handing out leaflets about washing hands and even giving out broomsticks to members of the public.

8. Industry chamber CII has announced it would mobilise its members to build 10,000 toilets across the country by 2015-16.
Earlier a number of companies including Tata Consultancy Services and Bharti Foundation, an arm of Bharti Enterprises had pledged a total of Rs 300 crore each to build toilets in schools. Vedanta, which has oil and gas wells, mines and power stations, said it was already constructing 30,000 toilets in rural Rajasthan and had plans to build 10,000 more.

9. The government has also set up a Swachchh Bharat Kosh, encouraging companies to donate funds from their CSR budget to improve sanitation facilities in the country.

10. Aid workers said that while increased investment in infrastructure was important, there must also be a change in attitudes.
