Lucknow: Uttar Pradesh Chief secretary Alok Ranjan asked the concerned officials to ensure strict watch on prisoners and a strict action against personnel and officers who work in collusion with the prisoners active in suspicious activities to improve law and order in the Uttar Pradesh.
He was reviewing the law and order in the state and condition and security arrangements at the jails of the state on Wednesday. The CS asked the DMs and SPs to conduct surprise inspection at the jails at least once every month.
Issuing stern directions, the CS said use of mobile phones by the prisoners should be prevented in no uncertain terms. Chief Secretary added that jammers should be installed in ten most sensitive jails – Central Jail Naini, District Jail Lucknow, Kanpur, Varanasi, Mirzapur, Meerut, Ghaziabad, Gutam Buddha Nagar, Muzaffar Nagar, Sultanpur within the next month. He said that installation of CCTV surveillance units should be undertaken in 23 jails earmarked as sensitive on priority. Adding further he said that stringent action should be taken to comply with provisions of Jail manual and added that PCOs should be installed in jails for proving conversation facility to prisoners who want to talk to their family members or to their advocates.
Along with this, he said that provision of digital pass for those visiting the jails should be implemented to maintain their record. “In addition to Civil police, PAC force should also be deployed in jails so that no help from outside reach prisoners,” he said.
After operationalization of video conferencing facility in 14 courts and jails for remand of prisoners in Lucknow, Varanasi, Allahabad, Mirzapur, Meerut, Ghaziabad, Kanpur, Bareilly, Muzaffarnagar, Rampur, Agra, Faizabad, Saharanpur and Pratapgarh, the CS asked to operationalize the facility in remaining six district courts of Amethi, Amroha, Hapur, Sambhal, Shamli, Chandauli, and in eight jails-Adarsh Karagar Lucknow, NB Niketan Lucknow, Central Jail Bareilly, Varanasi, Fatehgarh, Agra, Sonebhadra and Kishore Sadan Bareilly.
Ranjan also directed to start the process of remand through video conferencing soon in 55 courts and 46 jails, as required equipment had been supplied. He said video conferencing land for constructing video conferencing rooms should be arranged soon in eight courts at Kasganj, Ballia, Chandauli, Amethi, Hathras, Sambhal, Shamli, and Rampur.
He directed to provide online request facility for visiting family members of prisoners. Principal Secretary, Jail Administration –R K Tiwari told that construction of video conferencing rooms in seven courts are near to be completed by January 31 while construction work in other 10 district courts would be completed by February 29 and work in remaining 14 district courts will be completed by April 30.
Tiwari also presented a detailed report of ongoing work on this occasion. He said that operationalization of video conferencing rooms had been completed in most of the jails and the facility would be started in alternative rooms in five jails at Rampur, Agra, Faizabad, Saharanpur and Pratapgarh. Principal Secretary, Home, Devashish Panda, Principal Secretary, Jails R K Tiwari, Director General of Police, Javeed Ahmed along with other senior officials was present in the meeting.
