Minutes
December 9, 2014
The Cedar County Commissioners met in the Boardroom of the Cedar County Courthouse at 8:30 am and the meeting was called to order as advertised, with Jerry Wiese, David McGregor and Terry Pinkelman answering roll call. Also present County Clerk David Dowling. Chairman McGregor stated the open meetings laws are posted on the wall for public inspection.
Motion was made by Pinkelman and seconded by Wiese to approve the agenda. Motion carried with a 3 to 0 vote. Motion was made by Pinkelman and seconded by Wiese to approve the minutes from the last meeting. Motion carried with a 3 to 0 vote.
Road Supt., Carla Schmidt presented two underground easements for district one approval, Commissioner Pinkelman reviewed and signed the permit. Carla then submitted a report on the recent safety inspection done in the building complex. Schmidt stated the bridge inspections are done on 103 bridges in the county, which is close to half of the total. Discussion was then held on updating the insurance list for property and equipment and truck inventory.
McGregor reported on a recent mental health board meeting and stated Carolyn Harder has agreed to serve on the board replacing Tilly Arens as a Cedar County member. McGregor stated Tilly Arens has been the representative for years. McGregor stated Peggy Hart who recently moved to Hartington and will be the new employee at the agency.
Don Hoesing presented a tax correction on parcel 5242, which a motion was made by McGregor and seconded by Pinkelman to approve the correction as presented. Motion carried with a 3 to 0 vote.
Kevin Garvin met with the board to discuss the GIS contract renewal for a five year contract at the rate of $5400.00 per year. Motion was made by McGregor and seconded by Wiese to approve and renew the five year contract with GIS. Motion carried with a 3 to 0 vote.
Pinkelman reported on the Welcome Center Corps of Discovery meeting he attended and stated it was the first meeting with the new manager Annette Paltz attended.
Wiese then asked to discuss the maintenance of the Norris Cemetery 3 miles east of Coleridge. Wiese stated the Coleridge Cemetery Board contacted him and stated they would take care of the maintenance if the county would agree to make a $1000.00 payment to them and they would handle all maintenance. Motion was made by Wiese to have the County make the $1000.00 payment to maintain the Norris Cemetery. Motion was seconded by McGregor. The motion carried with a 3 to 0 vote.
With no further business or agenda items the following claims were approved for payment and the meeting was declared adjourned by chairman McGregor.

The Cedar County Commissioners met in the Boardroom of the Cedar County Courthouse at 8:30 am and the meeting was called to order as advertised, with Jerry Wiese, David McGregor and Terry Pinkelman answering roll call. Also present County Clerk David Dowling. Chairman McGregor stated the open meetings laws are posted on the wall for public inspection.
Motion was made by Pinkelman and seconded by Wiese to approve the agenda. Motion carried with a 3 to 0 vote. Motion was made by Pinkelman and seconded by Wiese to approve the minutes from the last meeting. Motion carried with a 3 to 0 vote.
Road Supt., Carla Schmidt presented the board members a bridge inspection report for each district. Schmidt then explained the color coded map for each district and explained how the reports relate to each bridge and more information is available for each bridge in her office. Schmidt presented a contract for the Fordyce Northwest FEMA 894 road project. The board chairman signed the contract for the project.
Motion was made by Commissioner Terry Pinkelman and seconded by David McGregor to approve the liquor license request of Ron Eskins for BackRoads Bar – B – Q License C110709 formally the Bruno’s establishment. Voting Pinkelman, yes; McGregor, yes; Wiese, yes; motion carried.
Kevin Garvin updated the board on the recent approval of the hazardous mitigation plan grant of $76,000.00 and Cedar County will need to pay 12.5 percent of $19,000.00 and Dixon County has agreed to pay 12.5 percent also per agreement.
Assessor Don Hoesing presented tax corrections on parcels 105358 and 105750 to be corrected. Motion was made by McGregor and seconded by Pinkelman to approve the corrections as presented. Motion carried with a 3 to 0 vote.
Discussion was held with custodian on faucets in the building and snow removal. Chairman McGregor agreed to check into parts for the faucets in the building that have done obsolete. McGregor stated he would check to see if he can find replacements parts.
With no further business or agenda items the meeting was adjourned by chairman, McGregor.
