Minutes
December 8, 2015
The Hartington City Council met for their regular meeting on December 8, 2014 at the city hall beginning at 7:00 P.M. Notice of time and place of the meeting was given in the advance notice by posting. Notice of time and place of the meeting was communicated in the advance notice to the mayor and council.
Present were Mayor Peitz, arriving at 7:50 P.M., Councilpersons Kruse, Addison, and Bartling; Legal Adviser Pier; and city clerk ~ treasurer Lenzen. Councilman Christensen was absent.
Councilman Kruse, President of the Council, called the meeting to order followed by all present reciting the Pledge of Allegiance. He announced that the open meeting law poster was on the back wall of the council room and reminded everyone present to silence their cell phones.
A motion to approve the minutes of the November 24, 2014 meeting and the November 2014 treasurer’s report was made by Addison and seconded by Bartling. A roll call vote was taken. Addison – yes, Bartling – yes, and Kruse – yes. Motion carried.
Deputy Todd Greiner gave the Cedar County Treasurer’s report for the month of November 2014. There were 386.75 hours patrolled including school traffic of 9.75 hours. Calls of service were 3 traffic controls, 2 accidents, 1 welfare check and 1 criminal mischief. Traffic stops were 3 verbal warnings, 12 written warnings, 4 citations, and 1 arrest. Also distributed to the council was the annual report from October 2013 to September 2014.
The water quality/flood control project change order in the amount of $50,000.00 was the next agenda item. A motion to table the item was made by Bartling and seconded by Addison. A roll call vote was taken. Bartling – yes, Addison- yes, and Kruse – yes. Motion carried. This action was necessary as Roger Wortmann had not signed the change order.
Water quality/flood control 319 grant pay request No. 4 in the amount of $37,255.00 was reviewed. A motion to approve the pay request was made by Bartling and seconded by Addison . A roll call vote was taken. Bartling – yes, Addison –yes, and Kruse – yes. Motion carried.
Water Quality/flood control SRF loan pay request No. 4 in the amount of $80,190.00 was discussed. A motion to approve the pay request was made by Bartling and seconded by Addison. A roll call vote was taken. Bartling –yes, Addison – yes, and Kruse – yes. Motion carried.
The council discussed the real estate purchase from the Hartington Community Development, Inc. for a sale price of $16,303.00. The mayor has signed the purchase agreement and finalization of the purchase will take place in January 2015.
President of the Council Kruse made the following annual appointments. The following department reports were given.
Park/Pool – Councilwoman Addison: An estimate for the building at the complex is for $9,800.00 put needs to be ordered by December 10, 2014. The project needs to be insured during the construction with a certificate of insurance provided by both schools. The exact location needs to be determined.
Complex/Auditorium – Councilman Kruse: the gym floor at the city auditorium need to be refinished. Estimates will be obtained.
Fire/Ambulance: Mayor announced that the rural fire board supports the city using the old fire hall for equipment storage. If the building is ever sold the funds should go into an account for improvements
General – Mayor Peitz: The rural fire board is in favor of the purchase of a new ambulance from Arrow Manufacturing. Estimate cost would be $137,981.00.
Legal Adviser Pier reported on the deposits for rental properties. The city ordinance reads to each user of utilities that they should pay a meter deposit of $100.00.

December 8, 2014
The Regular meeting of the Chairman and Board of Trustees of the Village of St. Helena, Nebraska was held on December 8, 2014 at 6:00 P.M at the St. Helena Village Hall. Notice of the meeting was given in advance by posting in three public places within the Village of St. Helena.
Present were Chairman Victor Paltz, Trustees Jody Albrecht, Jen Miller, Clair Wieseler and Loren Bender and Clerk Paula Pinkelman.
Minutes of the November 10, 2014 meeting were read and approved with a motion by Jen Miller and seconded by Loren Bender with all in favor.
A motion was made by Clair Wieseler and seconded by Victor Paltz to approve the financial report as read with all in favor.

A motion was made by Jody Albrecht and seconded by Clair Wieseler to pay the bills for this month with all in favor.
The mixer has not been installed in the water tower. It is doubtful that the mixer will be installed until spring due to a layer of ice on top in the water tower.
Mark’s Machinery confirmed the quote of $1,650 for the new mower. The mower will be purchased. Victor Paltz will make arrangements to pick up the mower and bring it back to St. Helena.
Clair Wieseler and Jody Albrecht have agreed to serve on the Village Board again. Jen Miller has completed her term on the board leaving an seat open on the Village Board. The top vote receiver in the election has declined to fill the open seat on the board. The Village Board will talk with residents to see if any are interested in filling the open seat. The open seat will look to be filled at the January meeting.
The next meeting will be January 12, 2015 at 6:30 P.M. With no further business to discuss Loren Bender made a motion to adjourn the meeting at 6:35 P.M and Jen Miller seconded the motion with all in favor.
