Cedar County Commission

Minutes

November 12, 2014

The Cedar County Commissioners met in the Boardroom of the Cedar County Courthouse at 8:30 am and the meeting was called to order as advertised, with Jerry Wiese, David McGregor and Terry Pinkelman answering roll call. Also present County Clerk David Dowling. Chairman McGregor stated the open meetings laws are posted on the wall for public inspection.

Motion was made by Wiese and seconded by Pinkelman to approve the agenda. Motion carried with a 3 to 0 vote. Motion was made by Pinkelman and seconded by Wiese to approve the minutes from the last meeting. Motion carried with a 3 to 0 vote.

Road Supt., Carla Schmidt met to discuss road projects and presented an underground easement for district two approval. Carla stated next Tuesday mine safety refresher course will be held in annex basement from 7:30 to 10:30 and Carla stated 17 people are registered for the training. Discussion was held on a minimum maintenance road that adjacent landowners want to close the road. Commissioner Pinkelman asked Carla to do a study on the one mile of road in precinct 5 and report back at the next meeting with a recommendation on the road. Kevin Garvin was present to answer questions on road projects being looked at by FEMA on gravel lost, signs and road failures due to storms. Garvin stated FEMA will give 75 percent on approved projects and then the state will give 12.5 percent on the approved projects. Garvin stated the funds will come, however it may be months later.

Dave Sudbeck reported on a project for a 5 acre tract being used for a new house being built and that they will have a zoning meeting to approve it soon as possible.

At 10:00 bids were opened as advertised for the removal of trees and debris from 881 road and bridge clean up from storm damage in the amount of $2,500.00. As no other bids were received a motion was made by McGregor and seconded by Wiese to accept the bid from Plumbing and Electric Service. Motion carried with a 3 to 0 vote.

Mary Rose Pinkelman then met to discuss transit system operations. Discussion was held on collections and sub drivers and phone service for the system. Pinkelman asked about getting a day a week to do paper work, which will require a sub driver for that day. Board agreed to review the information presented and let her know what decision they make.

Motion was made by McGregor and seconded by Pinkelman to hire Michael Pommer to do an exit audit for the treasurer’s office as the incumbent official will be leaving and a new treasurer will be coming in January. Motion carried with a 3 to 0 vote.

With no further business or agenda items the meeting was declared adjourned and the following claims were approved for payment.

Charles Kramer called the meeting to order. Present were board members Dan Thoene, Doug Stevens, and Dave Rothluebber. Also present were Diane Limoges, Village Clerk, Jerry Pollard, Village Attorney, Clyde Flower, Gilmore & Asoc., and Ryan Loecker, Town and Country Insurance.

Dave Rothluebber made a motion to accept the minutes of the October Regualr Meeting. Doug Stevens seconded the motion. Motion carried.

Dan Thoene made a motion to acceptthe Treasurers Report. Dave Rothluebber seconded the motion. Motion carried.

Clyde Flowers of Gilmore and Associates came to confirm that the One and Six would remain about the same. He will check into possible street grants but did not feel there was much available at this time.

The Audit Waver was reviewed. Dan Thoene made a motion to accept the request of an audit waiver from the Auditor of Public accounts in lieu of having a audit performed. Doug Stevens seconded the motion. Voting members in favor included Dan Thoene, Dave Rothluebber, Doug Stevens, and Charles Kramer with no one voting against.

Dave Rothluebber made a motion to accept the building permit submitted by Kurt Potts. Doug Stevens seconded the motion. Motion carried.

The CDs 100013140 and 10003141 did not get changed to 1 year but rolled over the another six months. Dave Rothluebber made a motion to cash these CDs in and then put them along with #100013157, which is due for renewal, all into 4 years CDs. Dan Thoene seconded the motion. Motion carried.

Ryan Loecker went over the Insurance Policy with the board. As we no longer rent any equipment that will be removed from the policy. The rest of the policy will stay as is. Charles Kramer was voted in for another 4 year term. Doug Stevens who received 9 write-in votes has agreed to stay for another term. Dave Rothluebber who received 7 write-in votes has declined and will be stepping down from the board. Roger Becker who also received 7 write-in votes will be contacted to see if he will take the position being vacated.

Dave Rothluebber made a motion to adjourn. Doug Stevens seconded the motion. Motion carried. Meeting adjourned at 8:10 p.m.

BOARD OF EDUCATION MINUTES

November 12, 2014

A regular meeting of the Board of Education, Wynot Public Schools, Dist. 101, was called to order by the President, Neal Hochstein, on November 12, 2014 at 7:05 p.m. The public was advised a copy of the Open Meetings Act was available on the table in the Board Room at Wynot Public Schools and that the meeting was properly posted at the following places; Cedar Security Bank lobby in Wynot, Wynot Public School front entrance, and United State Post Office in Wynot. The meeting began with the Pledge of Allegiance. Roll call showed the following board members present: Neal Hochstein, Dean Heine, Laurie Schulte, Alison Lange, Kenny Wieseler and Danny Wieseler . Also present were Superintendent Jeffrey Messersmith and Business Manager Nancy Sydow.

Motion by L. Schulte and seconded by D. Heine to certify the meeting was properly advertised and adopt the agenda. MCU 6-0

Tristan Wieseler and Ian Folkers presented two options for the Board to consider for the Senior Class Trip.

Jim Berg from BHV Architects spent time getting to know the Wynot Board of Education and Community.
