At its annual meeting on July 23, Lifting Up Westchester (formerly Grace Church Community Center) board members elected new board members.
The board’s new president is Helen Hamlyn of Eastchester. Carol Schiro Greenwald of Larchmont will serve as vice-president, Donna Drumm of Greenwich will become board treasurer and E. Barbara Wiggins of White Plains, is board secretary. Board executive members serve terms of two years.
Lifting Up Westchester (liftingupwestchester.org) is a 501 (c )(3) organization whose mission is to restore hope to Westchester County’s men, women and children in need by providing them with food, shelter and support- lifting them to greater self-sufficiency with dignity and respect. It is one of the largest social services agencies in Westchester County and has been fulfilling its mission since 1979 through the operation of eight community-based programs. The agency serves 4,000 men, women and children each year providing 140,000 meals to the hungry and 28,000 nights of shelter to the homeless.
Helen Hamlyn
Helen Hamlyn, President
Helen Hamlyn is the Vice President for Business Development and a founding partner of Language Testing International (LTI). Her primary responsibility is the research, design and execution of language assessment initiatives around the globe. Ms. Hamlyn regularly consults and makes presentations on issues related to language proficiency testing, test delivery and standard setting. She has worked on a number of national and international language proficiency projects.
Before founding LTI, she worked in the area of International Marketing and Strategic Planning for Gulf and Western Industries and PepsiCo International. Ms. Hamlyn has an undergraduate degree in Foreign Languages and an MBA in International Marketing.
Carol Schiro Greenwald
Carol Schiro Greenwald, Ph.D., Vice-President
Carol Schiro Greenwald is a professional services practice builder, marketing maven, and political scientist. Her company, MarketingPartners, specializes in coaching, leadership, and developing client relationships, communication skills and protocols. Carol’s professional activities include, but are not limited to, serving as Co-Chair of The New York State Bar Association and the Westchester County Bar Association’s Law Practice Management Committees. She is also a fellow of the College of Law Practice Management and a former President, of the New York Chapter of the Legal Marketing Association. Additionally, her community service leadership includes serving on the Board of both Savvy Leaders and being a Discussion Leader in WIBO (Workshop in Business Opportunities). She holds a B.A. from Smith College, a Master’s Degree from CUNY, and a PH.D. from CUNY. She also has a Post-doctoral grant (Eli Lilly Fellowship) from The Bunting Institute of Radcliffe College.
Donna Drumm
Donna Drumm, Treasurer
Donna Drumm has an extensive background in the Westchester County’s legal field. She is currently running her law firm, DrummAdvocacy which serves persons with disabilities and was formerly the Executive Director of the Westchester County Bar Association, a 501 (c) (6) non-profit association of over 2000 members of the judiciary, attorneys and businesspersons who cater to the needs of clients, ranging from pro bono to legal referrals. She teaches Civil Litigation as an Adjunct Professor at Mercy College, and actively serves on multiple Bar Associations. Donna has a B.S. in Business Administration from Marymount – Fordham University and a J.D. from Pace University Law School.
E. Barbara Wiggins

E. Barbara Wiggins is a Human Resources Management Specialist through academic training and work experiences in government, corporate business and nonprofit organizations. After more than 20 years of active military service in the United States and Europe, she retired as a Lieutenant Colonel, US Amy. Then she began a second career initiative in civilian for profit business. She assisted in the development, application and replication of workforce strategies and initiatives, including diversity as a strategic business objective. Throughout her military and civilian careers, she has used her professional knowledge and leadership skills to assist local and national community service programs and activities, particularly for disadvantaged and underserved populations. Ms. Wiggins has an undergraduate degree in Sociology, a MS graduate degree in Employment Policy and is a graduate of the US Army Adjutants General Career Officers Course.
