North America Regional Office
The UNOPS North America Regional Office provides services that help implement
projects for a range of partners, and support operations run by the UNOPS Mine
Action Cluster, Small Grants Cluster and Development Group Cluster. In addition,
the office serves as a liaison between UNOPS headquarters and its Executive
Board, which supports and supervises UNOPS activities globally.

The UNOPS Development Group Cluster is based in the North America Office and
supports a diverse and complex portfolio including partners such as the United
Nations Development Programme (the Bureau for Development Policy, the Human
Development Report Office, and the Special Unit for South-South Cooperation),
the United Nations Population Fund, the United Nations Capital Development
Fund, the United Nations Secretariat and a broadening community of primarily New
York-based UN partners in the delivery of project management, implementation
and administration services.
Background information - DFS
The United Nations Department of Field Support, Information andCommunications
Technology Division (UN DFS-ICTD) is responsible for thedelivery of applications
that satisfy the requirements of the Departments ofPeacekeeping Operations and
Field Support (DPKO/DFS) missions as well asSpecial Political Missions (SPMs).
DFS has implemented a range of systems to address the principalrequirements of
peacekeeping operations and to support and enhance theprocesses DFS
undertakes.
UNOPS has been requested to assist in the implementation of this activity.
Functional Responsibilities
The incumbent will be responsible for the following duties:
Demonstrate leadership in developing andleading a results oriented data team
to increase operational effectiveness.
Translate business needs into end userapplications and develop, test &
implement program logic.
Design and lead the Data integration(ETL/ELT) solutions.
Interface with DPKO/DFS clients andtechnical stakeholders locally and
internationally to develop and communicateproject deliverables. .
Analyze complex problems and offer solutionsto the business critical endeavors
and manage competing priorities and providea balanced approach to solving
them.
Respond to critical issues in a timely anddecisive manner and operate
independently with little to no direction.
Maintain data security and performancestandards and provide awareness to
team and clients.
Provideleadership to ensure data product delivery meet load, scalability, ease
ofsupport and maintenance needs.
Lead and mentor staff members andconsultants and provide guidance and
advice as needed.
Establish, maintain, and achieve data teamgoals that are aligned with
organizational objectives.
Work with other data and technical teams andprovide sound advice on data
integration, warehouse, MDM and management as andwhen needed.
Perform other data management and admin related work (as needed)
Competencies
Professionalism – Demonstrates professionalcompetence and master of the
subject matter. Strong data management andintegration experience and extensive
experience in managing teams in the samearea. Knowledge of basic systems
analysis and designtechniques, testing, debugging, and documentation standards,
database design,storage and internal systems. Demonstrated skill in designing
and implementingapplications within relational database systems’ environments.
Stronganalytical and problem solving skills and ability to handle a range
ofsystems-related technical and management issues.
Communication -Excellent communication (spoken and written) skills, including the
ability toconvey complex concepts both orally and in writing, in a clear concise
style.Demonstrated ability to communicate effectively at all levels.
ClientOrientation – Ability to identify and analyze clients’ needs and
proposeappropriate solution to meet business requirements
Planningand Organizing – Ability to organize,plan and implement work
assignments, manage competing demands and work underpressure of frequent
and tight deadlines. Strong interpersonal skills andability to establish and maintain
effective partnerships and working relationsin a multi-cultural environment.
Education/Experience/Language requirements
Education:
Advanced University Degree (Masters Degree or equivalent) in Information
Systems, Computer Science, Social Sciences or related field. A first level university
degree with a combination of relevant academic qualifications and extensive
experience in information systems may be accepted in lieu of an advance
university degree.
Experience:
Minimum of 5 years of managing, designing, developing data mart, warehouse
and data management related projects and activities.
Extensive experience in ETL, T-SQL, Stored Procedure, relational and
dimensional models.
Familiarity with OLAP Cube design and operation.
Strong experience with SQL Server and other relational database and basic
understanding and data scrambling.
Experience in dealing with multiple projects and stakeholders with competing
requirements in a complex environment.
Excellent understanding of MDM concepts, MS Office, MS Visio and XML and
moderate understanding of .Net and C#.
Strong release, change and configuration management experience.
Experience in managing diverse teams and dealing with clients in multiple
locations.
Excellent diagnostic, debugging and problem solving skills.
Good people and stakeholders management skills.
Language: Fluency in English required.
