Purpose of the Job
The Communications Officer will take
the lead role in ensuring clear consistent
messaging is delivered to a wide variety
of internal and external audiences to
allow for strong effective and inspiring
communications, critical to the success of
this project.
Key Responsibilities
• Lead on strategic communications plan
in support of the national advocacy
objectives, including developing and
delivering specific products
• Develop and implement media plan
• Maintain regular communication
with WRA Uganda individual and
organizational members
• Support National Coordinator,
champions and members in messaging
and communication platforms
• Maximize project communication with
government Ministries, members, and
other stakeholders
• Support the Project Manager in
documenting project activities and
writing reports
• Collect, collate and send stories from
the national and subnational level to the
Global Secretariat for dissemination to
regional and global media and donors
• Maintain National Alliance
communications files, including
member rosters and meeting minutes
Basic qualifications, Training and
Competencies
• Bachelor’s degree in mass
communications, journalism,
international development, or other
related field required;
• post-graduate degree in a related field
will be an added advantage
• Minimum of 5 years experience
leading and delivering effective
communications for advocacy
initiatives, preferably in field of public
health/maternal health in Uganda
• Experience developing and
implementing communications plans
and ability to analyze target audiences.
• Experience working directly with the
media
• Demonstrated experience developing
and producing professional, highquality
communications such as
reports, briefs, films, brochures, and
websites
• Experience in writing successful
program reports in at least 2 if the
following types: program reports to US
government donors; program reports
to other government donors; program
reports to the Bill & Melinda Gates
Foundation; and program reports to
other foundations
• Experience in developing design
and writing content of advocacy
communications
• Competency in the use of social
media and driven to use innovative
approaches to reach target audiences
• Strong sense of purpose, self motivated
to make an impact on women’s and
families’ lives.
• Understanding of causes of maternal
mortality and morbidity, and the
interventions needed.
• Results-oriented and has the ability
to anticipate problems and take
appropriate measures to resolve any
issues
• Communicates effectively and openly,
and can foster consensus, problem
solving and personal connections
• Respects and embraces diverse
voices, participation at all levels, from
grassroots to high government officials
• Demonstrated superior project
management and organizational skills

CAREER OPPORTUNITY
PROGRAME M & E OFFICER
Reporting; Country M & E Officer

Purpose of the Job
Reporting to the Programme
Manager SRH/MCH, the Programme
M&E Officer will be responsible
for strengthening and improving
monitoring and evaluation systems
within the districts to ensure that the
project implementation is in line with
National Strategic Plans, Policies and
Guidelines. He/She will coordinate
and manage the M&E related Country
interventions and personnel for SRH/
MCH projects in Uganda country
Programs. He/She will also provide
technical assistance to projects
staff and partners in developing
performance indicators and design data
collection tools.
Key Responsibilities
Initiate the development/review of
key SRH/MCH M&E documents that
include the M&E Plan, PMP and
Implementation schedules among
others.
• To support and review the project
plans, agree on performance
indicators, methods of information
collection and storage,
monitoring time frames and roles/
responsibilities for SRH/MCH
Country Programs.
• To assess projects staff, local
government staff, community
Health Workers and VHTs’ capacity
needs to appropriately use the
activity report tools/forms and other
performance related monitors for
SRH/MCH projects in Uganda
country programs.
• Take lead in database development
and maintaining the projects
information management system
for the projects area and update
the APD for all SRH/MCH country
projects.
• Establish a Monitoring mechanism
to provide timely feedback on
projects progress at all levels and
all times.
• To Build capacity of projects staff
and key implementing partners
through on job training support

Basic Qualifications, Training and Competencies • Degree or training in Environmental health, bio-statistical analysis and data management. • Professional training in M&E with at least 4 years experience in designing and implementing participatory M&E systems. • Experience in operations research an added advantage.
