BUDGET AMENDMENT HEARING

This Budget Hearing has been scheduled for the purpose of amending the 2015 Operating Budget for the following Barton County Funds – Road and Bridge, Noxious Weed, Special Bridge and Solid Waste. Despite the efforts of elected officials and department heads, budget estimates must be adjusted so that funds fall within budgetary laws.

Road and Bridge – The Road and Bridge Fund amendment is due to additional revenue from FEMA Federal and State Funds, the Sales of Property and Federal Funds. Amending the Road and Bridge Budget will allow for the purchase of aggregates and remaining funds being transferred to Equipment Replacement.

Noxious Weed –The Noxious Weed Fund amendment is due to additional revenue from Chemical Sales. In addition to replenishing commodities, this will allow remaining funds to be transferred to Equipment Replacement.

Special Bridge – The Special Bridge Fund amendment, a stand-alone fund operating outside the General Fund, is due to additional revenue received from the Kansas Local Bridge Improvement Program and reimbursement from Kansas Federal Funds.

Solid Waste – The amendment covers the unplanned purchase a replacement compactor.

The Budget Amendments as stated will now be presented to the Barton County Commission to receive public comment. Richard Boeckman, County Counselor / Administrator, will present details.

Close of the Budget Amendment Hearing Until Close

I. OPENING BUSINESS:

A. Call Meeting to Order.

B. Recitation of the Pledge of Allegiance.

C. Consider Approval of the Agenda.

D. Consider Minutes of the December 7, 2015, Regular Meeting.

E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.

F. Cell phones and other electronic devices, other than those used by the media, should be shut off.

II. APPROVAL OF APPROPRIATIONS:

-An Accounts Payable Register will be submitted for the period of November 30, 2015, and ending December 7, 2015. This particular register was created for a small number of vouchers that were due before December 14, 2015, the regular ending date of the appropriations period.

III. APPROVAL OF APPROPRIATIONS:

-An Accounts Payable Register will be submitted for the period of November 30, 2015, and ending December 14, 2015.

IV. OLD BUSINESS – Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.

-There is no Old Business at this time.

V. NEW BUSINESS – All new business to be considered by the Commission will be heard at this time.

A. COUNTY CLERK’S OFFICE: Request for Approval – Added / Abated / Escaped / Refunded Taxes for 2015:

-Donna Zimmerman, County Clerk, will present a listing of Added / Abated / Escaped / Refunded Taxes. Orders for these actions are kept on file in the County Clerk’s Office. These are used to correct assessments and are requested by the County Appraiser’s Office or the County Clerk’s Office.

B. AMENDMENT OF THE 2015 BARTON COUNTY OPERATING BUDGET: -The Budget Amendment Hearing for the 2015 Operating Budget for Barton County was conducted prior to this Regular Agenda Meeting. Mr. Boeckman presented the proposed budget amendments during the Hearing. The Commission is now asked to consider amendments that will allow for the current budget to cover the operating expenses of the affected funds, specifically Road and Bridge, Noxious Weed, Special Bridge and Solid Waste. It is noted that these funds fall outside of the General Operating Budget.

C. LETTER OF APPRECIATION: Cris Collier, Wetlands and Wildlife National Scenic Byway:

-Upon her retirement, it is suggested that the Commission thank Cris Collier, Great Bend Convention and Visitors Bureau, for her efforts relative to the Wetlands and Wildlife National Scenic Byway. Ms. Collier has seen the project grow from its inception to the success it is today. Due, in large part to her efforts, there have been economic, cultural and educational changes to not only Barton, but also Stafford and Reno Counties. Mr. Boeckman will provide details.

D. COMMUNICATIONS: Installation of Next Generation 911:

-Put simply, Next Generation 911 (NG 911) is an Internet Protocol (IP)-based system that allows digital information (e.g., voice, photos, videos, text messages) to flow seamlessly from the public, through the 911 network, and on to emergency responders. While the County has been working toward moving to a NG911 system, it was anticipated that the conversion would take place on earlier than 2017. With the failure of an analog server, it has been determined that NG911 should be installed as soon as practice. Mr. Boeckman will provide details.

E. COMMUNICATIONS: Maintenance Agreement on a Replacement Server Provided by AT&T:

-As detailed earlier, a server at 911 has failed. This failure has led to the County’s consideration of moving to NG 911 earlier than anticipated. In order to effectively run the County’s current 911 system, AT&T has provided a replacement server. However, the County will be required to pay a maintenance fee. That fee is estimated at a cost of $12,375.00 for nine months, with the cost being prorated should the equipment be released early. 911 Tax monies are available for this cost. Mr. Boeckman will provide details.

VI. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

A. ANNOUNCEMENTS: -Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

B. APPOINTMENTS:

11:00 a.m. – Cheyenne Bottoms Roads – South Homestead Township Officials

11:30 a.m. – Video, How to Build a GRS Bridge – Clark Rusco, County Engineer

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Members of the Health Department are scheduled for December 17, 2015.

VII. OTHER BUSINESS:

A. Discussion Items.

B. Citizens or organizations may present requests or proposals for initial consideration.

C. Announce the Commissioners are available to the Public on Mondays during regular business hours.

D. Announce that the Commissioners may, individually, schedule personal appointments related to County business at their discretion.

E. Announce next Regular Meeting will be Monday, December 21, 2015, at 9:00 a.m.
