BUDGET HEARING

9:00 a.m.

BUDGET HEARING – This Budget Hearing has been scheduled for the purpose of reviewing the proposed 2015 Operating Budget for Barton County.

BUDGET HEARING: 2015 Operating Budget:

-Elected officials, Department Heads and supported agencies were asked to submit preliminary budget requests for the 2015 Operating Year. After reviewing the requests, the Commission then overviewed the proposed budget and made revisions. The proposed 2015 Operating Budget is now presented to the Barton County Commission to receive public comment. Richard Boeckman, County Counselor \ Administrator, will present details.

AGENDA MEETING

Immediately Following the Close of the Budget Hearing

I. OPENING BUSINESS:

A. Call Meeting to Order.

B. Recitation of the Pledge of Allegiance.

C. Consider Approval of the Agenda.

D. Consider Minutes of the August 11, 2014, and the August 18, 2014, Regular Meetings.

E. Any citizen wishing to make statements during the discussion of any item must first be recognized by the Commission Chair. After being recognized, that person should state their name and the name of any organization represented. Statements should be limited to five minutes.

F. Cell phones and other electronic devices, other than those used by the media, should be shut off.

II. APPROVAL OF APPROPRIATIONS:

-An Accounts Payable Register will be submitted to the Commission for the period of August 11, 2014, and ending August 25, 2014.

III. OLD BUSINESS – Items tabled, or scheduled, from previous Commission Meetings, will be heard at this time.

-There is no Old Business at this time.

IV. NEW BUSINESS – All new business to be considered by the Commission will be heard at this time.

A. RESOLUTION 2014-13: A Resolution Expressing the Property Taxation Policy of the Board of County Commissioners of Barton County, Kansas, with Respect to Financing the 2015 Annual Budget for Barton County:

-Resolution 2014-13, Expressing the Property Taxation Policy of the County, details the costs of providing services. Mr. Boeckman will present details.

B. ADOPTION OF THE 2015 BARTON COUNTY OPERATING BUDGET:

-At the Budget Hearing for the Proposed 2015 Operating Budget for Barton County, conducted prior to this Regular Agenda Meeting, public comments were received. The Commission is now asked to consider adoption of the budget.

C. ADOPTION OF THE 2015 AUTHORIZED POSITIONS LISTING:

-As adopted by the Commission, the 2015 Operating Budget contains costs associated with personnel for County departments. To assure that offices are operating with appropriate personnel, the 2015 Authorized Positions listing is presented for adoption. The listing includes all County positions, including Central Kansas Community Corrections and 20th Judicial District Juvenile Services, since both fall under the umbrella of County operations.

D. CAPITAL IMPROVEMENT PLAN:

-Through the budgeting process, Barton County plans for cash transfers, as savings, to the Capital Improvement Plan. This plan, as revised each year, allows for the projected maintenance and remodeling of County buildings and major modifications to roads and bridges. Mr. Boeckman will present the plan.

E. EQUIPMENT REPLACEMENT PLAN:

-Through the budgeting process, Barton County plans for cash transfers, as savings, to the Equipment Replacement Plan. The plan is developed and revised each year for the purpose of ensuring that equipment costs is kept at a manageable level. Mr. Boeckman will present the plan.

F. SOUTHWEST DEVELOPMENTAL SERVICES, INC: Agreement for Services:

-Southwest Developmental Services, Inc. (SDSI) is the Community Developmental Disability Organization (CDDO) for the County. Under the 2015 service agreement, SDSI will provide all services required by Kansas statutes for a CDDO for a total of $70,000.00. Mr. Boeckman will provide details.

G. CENTRAL KANSAS COMMUNITY CORRECTIONS: Fiscal Year 2014 Year End Outcomes:

-The Kansas Community Corrections Act provides grants to Kansas Counties to develop and maintain a range of programs for adult offenders assigned to Community Corrections agencies. A Comprehensive Plan (grant application) was submitted that set the goals for FY2014. The Year End Outcomes then sets out the results at the close of the year and requires the review and approval of the Barton County Commissioners, as the Administrative County for the District. Amy Boxberger, CKCC Director, will present details.

H. CENTRAL KANSAS COMMUNITY CORRECTIONS:  Fiscal Year 2015 Carry-over Reimbursement Plan Budget:

-The Kansas Department of Corrections (KDOC) requires a budget submission of local program funding collected by Community Corrections agencies from program fees and reimbursements.   These budgets require the review and approval of the Barton County Commissioners, as the Administrative County for the District to which the plan pertains.  Ms. Boxberger will provide details.

V. ENDING BUSINESS – After new items are heard by the Commission, the following items, including announcements, will be heard.

ANNOUNCEMENTS:

-Following the close of the Agenda Meeting, the Commission will consider the authorization of personnel changes for classified positions, sign any documentation approved during the agenda meeting or sign any other documentation required for regular County business. Similar action may take place throughout the day.

-County officials have been invited to hear Mike King, Secretary of the Kansas Department of Transportation, speak at the Great Bend Rotary meeting at Noon, Monday, August 25, 2014. The meeting will be held at the Highland Hotel Heritage Room, 3017 10th Street, Great Bend, Kansas.

-County business offices will be closed in observance of the Labor Day Holiday on Monday, September 1, 2014. The Health Department, the Records Division of the Sheriff’s Office and the Landfill will also be closed. Emergency services will be in normal operation.

-The Commission has been invited to attend the 118th Annual Labor Day parade in Hoisington. The annual celebration begins on Thursday, August 28, 2014, and concludes on Monday, September 1, 2014. The children’s parade begins at 10:10 a.m. and the regular parade at 10:30 a.m. on Monday. This year’s theme is “Homegrown – Hometown – Hoisington”.

B. APPOINTMENTS:

-Although subject to change, the following appointments have been scheduled:

AUGUST 25, 2014

10:30 a.m. or following the close of the Agenda Meeting – The Commission will meet as the Governing Board of Fire District Number One.

10:45 a.m. or following the close of the Fire District Meeting – Richard Boeckman, County Counselor / Administrator, will discuss regular business.

11:30 a.m. – Commission Discussion

THE COUNTY EDITION, KVGB-AM – Thursdays at 11:05 a.m. Richard Boeckman, County Counselor / Administrator, is scheduled for August 28, 2014.

VI. OTHER BUSINESS:

A. Discussion Items.

B. Citizens or organizations may present requests or proposals for initial consideration.

C. Announce the Commissioners are available to the Public on Mondays during regular business hours.

D. Announce that the Commissioners may, individually, schedule personal appointments related to County business at their discretion.

E. Announce next Regular Meeting will be Tuesday, September 2, 2014, at 9:00 a.m.

GOVERNING BODY OF FIRE DISTRICT NUMBER ONE – BARTON COUNTY, KANSAS

Budget Hearing and Agenda Meeting – August 25, 2014 – 10:30 a.m. Until Close

BUDGET HEARING – This Budget Hearing has been scheduled for the purpose of reviewing the proposed 2015 Operating Budget for Fire District Number One.

BUDGET HEARING: 2015 Operating Budget:

-Fire District Officials were asked to submit a preliminary budget request for the 2015 Operating Year. It is now presented to the Governing Body of Fire District Number One to receive public comment during the Budget Hearing. Richard Boeckman, Barton County Administrator, will present details.

CLOSE BUDGET HEARING.

I. OPENING BUSINESS:

A. Call Meeting to Order.

B. Consider Approval of Agenda.

C. Consider Minutes of the February 18, 2014, Regular Meeting.

D. Electronic devices, other than those used by the media, should be shut off.

III. NEW BUSINESS – All new business to be considered by the Governing Body will be heard at this time.

A. RESOLUTION 2014-02: A Resolution Expressing the Property Taxation Policy of the Governing Board of Fire District Number One of Barton County, Kansas, with Respect to Financing the 2015 Annual Budget for Fire District Number One:

-Resolution 2014-02 details how the cost of providing essential services continues to increase in the Fire District.

B. ADOPTION OF THE 2015 FIRE DISTRICT OPERATING BUDGET:

-The Budget Hearing for the Proposed 2015 Operating Budget was conducted prior to this Regular Meeting. The Governing Body is now asked to consider adoption of the proposed budget.

C. SALE OF 1981 INTERNATIONAL FIRE TRUCK:

-Chief Doug Hubbard proposes the sale of the 1981 International Fire Truck, which will no longer be used by the Fire Department, to the City of Claflin. In addition, any firefighting equipment that cannot be salvaged is recommended for sale as scrap. Chief Hubbard will provide details.

IV. OTHER BUSINESS:
