Regarding changing older moves: No. In fact, for the most part, all pre-existing moves, abilities, and pokemon are going to be left untouched, even if they did get changed in Gen VI. The reason for this is simple: this is meant to be a compact, bolt-on expansion to the current system, rather than a full revamp. If I went back and altered everything, it'd have the potential for a MASSIVE amount of confusion; I'd basically have to revise half of the move and ability effects, and ALL pokemon, and that has the potential for a lot of headache on both sides of the GM screen, since that'd have to be consulted constantly. I want to keep it so that anyone familiar with the current ruleset isn't thrown for a complete loop; it's all the same engine, it's basically just some new content that's been added.
The only exceptions to this rule are the Type Effectiveness Changes (Steel lost its resistances to Dark and Ghost in Gen VI), pokemon that were significantly altered (that is, either had their type changed or got a mega evolution), and TMs (...I've been having a field day with those bastards. More on that in a minute). Also, a new move keyword (Special Terrain), plus the Environ keyword getting revised to account for changes caused by the new keyword.
Regarding TMs, I'm continuing the spirit of bolt-on expansion. Basically, rather than force the GM to retcon the TM list, all the new/altered TMs are listed as TM K[x], with [x] being a number from 1-9. Each TM, in its description, has the list of all the different pokemon it could apply to. For pricing, I'm using a guideline found somewhere on the PTA site, which I don't have on me right this second, but it's how the official TMs were priced. For those curious, the TMs are listed in the spoiler below, along with five other Gen VI items which can get added to a trainer's gear.
