DUTIES/RESPONSIBILITIES: Candidate will lead future
Department of Defense (DoD) system and software development
in a wide array of technical competencies including Service
Oriented Architecture (SOA), Cloud Computing and Tactical
Mobile/Handheld. He/She will originate concepts, and
analytical skills to formulate solutions and hands-on ability
to develop quality software. Candidate will define
development approaches and practices and lead a team through
the entire software development lifecycle to deliver and
maintain working software systems. Additional
responsibilities will include:- Interfacing with
stakeholders to determine needs and translating them to the
highest level of system requirements• Identifying
and evaluating emerging technologies to satisfying Warfighter
objectives• Authoring and reviewing system
documentation including use cases, requirements, system
design documents, test cases, and end user
manuals.• Generating intermediate products such as
storyboards, sketches, and prototypes for new or evolving
functionality; ensuring information is shared and harmonized
between design, implementation and test teams as well as
stakeholders.• Generating acceptance test criteria
and validation techniques with engineers and
users• Satisfying key performance indicators
through metrics definition, establishment of a collection
plan and reporting and reviewing mechanism in support of cost
benefit risk analysis, capacity planning and service level
agreement (reliability, availability, maintainability)
management.Qualifications:EDUCATION/EXPERIENCE
REQUIREMENTS: Bachelor's Degree from an accredited
institution in Computer Science or Computer/Electrical
Engineering field and a minimum of eight (8) of software
development/systems
engineering.REQUIRED
SKILLS:• Understanding of/experience with Service
Oriented Architecture (SOA)• Experience with Agile
development methodologies- Experience with Java,
JavaEE, XML, Web Services• Excellent written and
verbal communication skills• Experience designing
large scale enterprise systems• Experience
balancing competing concerns of multiple
programs/stakeholders• Ability to adapt to
changing mission requirements and emerging development
environments• Minimum ability to obtain Secret
Security Clearance; desired ability to obtain Top
SecretDESIRED SKILLS:•
Understanding of SOA, Cloud and Mobile computing concepts and
technologies• Understanding of IT system
fundamentals including Communications, Storage, Compute and
Virtualization; experience with numerous
Commercial-Off-the-Shelf (COTS) components•
Working knowledge of both Microsoft Windows and Linux
operating systems• Well versed in modern software
patterns including: GoF Design Patterns, Enterprise
Integration Patterns, Core J2EE Patterns/Patterns of
Enterprise Application Architecture, SOA
PatternsSECURITY CLEARANCE REQUIREMENT:
Ability to obtain a DoD Secret clearance is required.
Candidate selected will be subject to a Government background
investigation and must meet eligibility requirements for
access to classified
