I am relaying info I just got from German Shepherd Rescue of New England. They have a female GSD who has been in foster for a long time. She did not do well in a city foster home. She did do well in a more rural foster home but showed aggression toward the family's new puppy. She has been moved to a boarding kennel because there are no suitable foster homes available GSRNE says she should go to a foster or adopter with no other dogs.
