Requirement
Before anything else, you have to download an app that you are going to use later. You are required to download and install:

The program is an easy-to-use yet powerful DVD to iPad 3 Converter. The audio/video synchronization is very good, the size of the subtitles too. The time it takes to convert in this software is almost half that in other. Frankly, I've had success using it to convert and rip DVD's yet ISO image fiels to a format.
2. Choose output format from "iPad" preset
Click the pull down menu at the end of "Format" to select an output format for iPad. Here I choose
"iPad 3 (New iPad) HD Video(*.mp4)" for instance.
3. Change the settings to make sure the output size less than 2GB.
Click on "Settings" you could easily set bitrate, frame rate, codec, channels, sample rate, etc to adjust parameters that affect video quality and file size for the video you prefer. Remember the file size is based more on bitrate than resolution which means bitrate higher results in big file size, and lower visible quality loss.
To convert a DVD to less than 2GB of MP4 video, you can just set the bitrate to 1500~2500kbps. For your reference (here I take a ):
Video
Codec- H.264
Resolution- 1280×720 (HD)
Bitrate- 1500/2000/2500kbps
Framerate- 24fps
Audio
Codec- AAC
Sampling rate- 48khz
Bitrate- 128kbps
Channel- stereo
For watching videos on lastest Apple Tablet, 720p with 2000kbps is very sharp, crystal clear. Maybe it was just me but this was by far the best looking format, size.
4. Start the conversion.
After everything is OK, you can click "Convert" button to start ripping DVD to MP4 for sync to iPad 3. When the process completes, you can transfer them to iPad 3 via iTunes.
