I have tried this fix from second to last solution:
"This error means that your "cache.p2b" could be corrupted.
1. Make sure PeerBlock is closed.
2. Delete "cache.p2b" located in your PeerBlock install folder. ( C:\Program Files\PeerBlock ).
3. Done.
4. Restart PeerBlock
If this does not work, just create a thread"
It gets peerblock started but fails next time I reboot Windows 7. Here is the end of the log:
