Internal Affairs Investigation Into Viral Video Concluded

(April 22, 2016)- An internal affairs investigation into March 13, 2016 incident that went viral online has been concluded.

The incident occurred on March 13, 2016 where an Officer used force against an intoxicated person in parking lot in the downtown entertainment district. The incident was recorded on a smartphone and the video that was posted online, went viral.

The Cape Coral Police Department began its investigation immediately. The incident was initially submitted to the State Attorney's Office for review, to determine if criminal charges should be pursued against the subject Officer. The State Attorney's review determined that there was no criminal conduct on the part of the subject officer.

The Professional Standards Bureau's internal affairs investigation found that the subject Officer, Captain Michael Torregrossa, was in violation of department policy for conduct unbecoming of a Cape Coral Police Officer, improper use of force, and failure provide medical aid in a Use of Force incident.

As a result of the findings of the Professional Standards Bureau, the Department has imposed an (80) hour suspension and documented remedial training on General Order B-12, reviewing Use of Force techniques in response to levels of resistance and the responsibilities in rendering first aid as it relates to injuries associated with Use of Force. Captain Michael Torregrossa's suspension will begin effective Monday, April 25, 2016.

So the secret is "officially" out!! It's Taco who was seen on video. Why was he not demoted as other supervisors have been in the last 7-8 years. The guy was in charge of Internal Affairs as well as being a defensive tactic guru. If anyone should've known better, it is this little man.

Stevens get demoted 2 ranks, Lytle loses her stripes, Joey Z loses his but a friggin captain, one who judged everyone in Internal Affairs gets 80 hours. Did he respond to the chief's house on the domestic call years ago or was that Eric? Who's got dirt on who? This is crazy. Hell, I was talking to a sergeant the other day and he said they made Bart go to anger management classes years ago over repeat domestic crap. How is this guy, who has issues not being forced to go to some type of treatment? Why doesn't he just walk away.

If I didn't have a ton of time in, I'd be gone. Taking crap from the public, the staff doesn't support us, the City could give two craps about us. Some of us are good guys who work with/for bad guys, guys who are worse than the dirtbags we deal with. How can this be? This isn't what it's about.

We are the laughing stock of the surrounding agencies. Sad day for CCPD.
