it is not huge and unwieldy, it's a very small community. As to the community driven claim, it is a claim made by the host himself, and that is that claim that brought a change in the organisation in the first place. I assume you're not speaking on behalf of the host, so let's wait for him to speak on that matter.
Distributing the power the mod team holds now in 3 parts is huge and unwieldy, especially if the community is small. Why do you think this did not happen in every small village but only on the basis of a state. I dont have the feeling you understand what kind of apparatus this incurs and the bureaucratic need this apparatus has.
Besides "I assume you're not speaking on behalf of the host, so let's wait for him to speak on that matter." is quite a bad attempt to stop the discussion. Dont to that, if you cant find proper arguments it is ok to drop the point for now.

I feel that having a council accountable to the players, and mods nominated by the council would be a very simple way to have a "community-driven" compliant mechanism. What is the point of the council if not to take care of things like that.
The problem is that (you feel) there is to less transparency. I simply noted that transparency can also be achieved in other ways, without incurring a council that holds power over the mods. Without having to vote from time to time, becasue voting is kind of a huge effort if you want to do it correctly.
Ofc i agree a player council is in general a good idea, maybe not for selecting the moderators but for helping them being transparent. Besides other game related topics they could review mod decisions if the mods request that. So the mods would not have to hand out all the information publicly and still could get a trusted 3rd party to approve their decision. Hmm ... somehow i like your suggestion now. I think the effort of voting would be acceptable if that council would not be a controlling part for the moderators but in general an assisting part for the whole game and community (IIRC then such a system has already been suggested with the recent transition, but i did not follow that closely).
