That's not completely true
A new member (mohsanraza97) with -5 rep points just gave me a -1 rep point. he joined May 20 2013 and has a total of 8 posts.
There was no legitimate reason other than he was childishly retaliating because I gave him a bad rep point for complaining about an issue that has had hundreds of postings about it and he couldn't be bothered to read about it. just posted with the first word Complaint!! and calling the rom a piece of s..t

He still managed to give me a -1 rep point even though he had -5 reputation points.
On most forums you don't get the right to give reputation points until you have posted a minimum amount of times. I thought it was similar on this forum but I have been proven wrong

you actually can give a rep point - if you look in your user control panel you will see that you have a reputation power of 1
