Brief Description

Commercial Estate

We are the largest provider of commercial business space to small and medium sized enterprises in the UK. We monitor, protect and improve our asset condition whilst operating in a safe manner. We specify, manage and deliver maintenance and minor enhancements across property. We also generate revenue by managing easements and telecom rights over our property whilst mitigating the impact of utilities crossing our land.

The ideal candidate will lead the development and operation of a highly motivated team of property management professions who are committed to delivering the highest levels of customer service and promoting the delivery of Property Management Excellence nationally.

The roll with take full responsibility for all property management activities on behalf of and be accountable to the Property 'Asset Management' teams for their delivery.

About the role (External)

The key accountabilities of the role are:

Provide leadership and direction to the 'Property Management Team' (initially in London but nationally in due course) to provide outstanding levels of service to the Property 'Asset Management Teams'

Develop new property management strategies for the portfolio in the most customer focused and cost effective manner in order to meet business objectives and targets.

Ensure that the portfolio is managed in compliance with statutory legislation, best practice and professional principles to maintain estate quality in accordance with the asset management strategies.

Develop and promote a culture where the maintenance of excellent relationships with tenants is considered paramount and develop new customer service initiatives to improve customer satisfaction scores and improve customer retention rates.

Ensure the efficient delivery of the Tenancy Termination Process, including instructions for dilapidations as appropriate, for all terminations on behalf of the Asset Management teams.

To be responsible on behalf of and accountable to the Property 'Asset Management Teams' for the efficient management of the vacant property so as to minimise risk to Network Rail's operational infrastructure. This includes the delivery the Arch Inspection Programme.

Lead on the conclusion of tenant management issues including credit control, covenant compliance, service charge and minor landlord consent applications (excluding assignments) are delivered in accordance with best practice and professional principles to the satisfaction of the 'Property Asset Management Team'.

Deliver Network Rail's statutory obligations as a landlord and manage the preventative and reactive maintenance budgets to maintain properties and common areas so as to minimise risk to Network Rail's operational infrastructure and disruption to tenant activities.

Lead the Property Management team on working with the Construction & Maintenance Team in the preparation and delivery of Planned Maintenance and Renewal schemes, and inspections / works for Residential and Lineside Interface Buildings.

Be responsible for ensuring a Person Responsible for Fire Safety is appointed for all vacant properties, Network Rail managed Fire Escapes and Multi-Occupied Buildings.

Establish and maintain relationships with stakeholders, contractors, suppliers and within Network Rail to effectively manage the Portfolio and enhance Network Rail's / Commercial Estate's reputation.

Undertake the role of Client Representative under CDM regulations on behalf of Network Rail in line with company standard.

Develop contract management best practice and procurement strategies for the outsourcing of Property Management activities in certain locations. This will include developing suitable KPIs against which to benchmark outsourced Property Management Services as well as design suitable control and reporting systems to ensure that outsource service providers maintain the highest level of service and asset protection provision.

Lead the development of service charge strategies which enables the charging of Property Management time to the service charge while finding ways of reducing the service charge cost but improving service levels to tenants.

Motivate and develop staff, promote cultural change within the 'Property Management Team' to be customer and asset protection focused. Coaching and mentoring of staff and ensure Personal Development Plans in place for all team members.

Essential

·         Educated to degree level or equivalent

·         MRICS qualified

·         Proven experience managing complex property portfolios

·         Proven people management experience

·         Proven experience of managing and preparing budgets

·         Advanced negotiation skills

·         Strong customer focus ethos.

·         Significant qualification experience

·         Full driving licence
