Development of a Gender Sensitive Teacher Training Toolkit to support the training of trainers in Msambweni and Kinango Districts, Kwale County

Terms of Reference

1.Build Africa Background

Build Africa is an international NGO with offices in the UK supporting organisations in Kenya and Uganda. With over 30 years of experience, Build Africa works to improve the quality of education and support livelihoods by developing capacities at community levels. In Kenya, Build Africa works with communities stretching across several regions enabling families and individuals to maximize the quality of education. Focusing on girls, Build Africa seeks to establish a safe and non-discriminatory educational environment for pupils interrupting their education due to early pregnancy, lack of funds or cultural influences.

In 2013 Build Africa started working in order to expand its action in Kwale County. Following a two phase consultation in the area, main issues and opportunities for interventions were identified. Poverty, with the majority of the population living below the Kenyan poverty line, and gender inequality, which negatively affects girls’ education and livelihoods, were identified as the most pressing issues. The most striking data is the proportion of girls dropping out of primary education, rising to 60% in the County. Build Africa has since begun implementing two projects aiming at improving the learning experiences for girls in Kwale County. Collaborating with three local organisations, Build Africa is bringing a change in the lives of 26,000 pupils in 72 school communities.

2.Consultancy purpose

The purpose of the consultancy is to develop a training guide for TAC tutors and head teachers as well as develop a resource pack for teachers which Build Africa will be able to trial and adopt to deliver training for pupils across all of the 72 schools as part of the Kwale Girls Projects.

It is imperative that the tools developed as part of this consultancy are able to be used in government schools and fit within the Kenyan curriculum. As part of this exercise it will be necessary to engage with key education stakeholders to get their buy-in to the proposed materials.

3.Scope of the work

The key objectives of the needs assessment will be to:

1.Conduct a rapid needs assessment of the training needs of teachers in a sample of 72 schools in Msembweni and Kinango.

2.Develop a teacher training programme for teachers.

3.Develop resource materials for teachers to complement the training they receive.

4.Develop a training of trainers training programme for TAC tutors and head-teachers.

5.Deliver training and provide ongoing mentoring to TAC tutors and head-teachers on how to deliver the teacher training and provide support to teachers.

We will require the consultants to engage stakeholders to fully understand the challenges teachers are facing in delivering a high quality education to pupils. It will be necessary for the consultant to meet with and speak to teachers, head-teachers and other key education stakeholders such as TAC tutors, individuals from the teacher service commission as well as anyone involved in developing and delivering the curriculum.

It is expected that the consultant will develop the training resources using both tried and tested methods as well as create new resources and materials specific to the context and needs of teachers in this area. It is also expected that issues of gender and inclusive education to take in the needs of more vulnerable groups such as those with specific learning needs are included throughout the training materials. The resource material will need to be appropriate for teachers working in remote rural locations with limited resources.

While the needs assessment will be able to shed additional light on the requirements of the teacher training, it is expected that the following areas will be covered:

Gender-sensitive teaching – specifically focusing on the needs of girls

Inclusive education – specifically focusing on understanding the different learning needs of pupils

Phonics – using the Jolly phonics methodology and developed for use in Kiswahili

Thematic Learning – that is based on the existing curriculum for Std 1- Std 8 pupils

Lesson Planning – for teachers

Importance of continuous assessment – that supports pupils critical thinking

Appropriate discipline – to help teachers understand why alternative methods of punishment are more appropriate and what this can look like

Use of resources and development of low cost materials – many schools do not utilise existing materials and show little creativity in using resources, teachers should develop an understanding of how to utilise existing materials as well as how to develop new ones.

Roles and Responsibilities

The selected consultant will be responsible for delivering each of the following outputs:

• Reviewing any relevant documentation to gather background information

• Drafting an inception report including a detailed methodology and data collection tools for the needs assessment and an detailed overview of each of the training toolkits and training plans

• Incorporating feedback on inception report into planned approach and activities

• Organising the logistics for field travel

• Conducting data collection and entry for the needs assessment

• Producing a report on the needs assessment

• Incorporating the findings of the needs assessment into the inception report and plans for the delivery of the other outputs.

• A comprehensive Training Programme for teachers with following components of each above individual sessions: Learner Objectives, Time, Session Overview, Materials, Handouts, Special Preparation, Steps, Tasks, Key Points for Discussion

• A resource toolkit for teachers to support them to deliver the curriculum. comprehensive Training Programme for training of trainers with following components of each above individual sessions: Learner Objectives, Time, Session Overview, Materials, Handouts, Special Preparation, Steps, Tasks, Key Points for Discussion.

• Delivering two 5 day training programme for Training of Trainers to TAC tutors.

• Delivering two 5 day trainings for 72 head teachers.

Build Africa UK and Build Africa Kenya will be jointly responsible for:

· Preparing relevant documentation and making it available to the consultant.

· Holding an introductory Skype call with the consultant to provide background information and to finalise timelines and expectations.

· Supporting the identification of education stakeholders.

· Support the identification of TAC tutors and head-teachers to benefit from the training.

· Reviewing the specified outputs and providing the consultant with specific feedback.

· Managing and supporting the consultant throughout the review process.

4.Timeline and budget

The timetable can be found in the Terms of Reference which can be downloaded at the top of the page.

As a guide the budget for this activity is up to 3.25 million KES to include the production of any training materials and resources for all teachers in 72 schools as well as facilitating the training of trainers for approximately 80 pax at least 2 trainings and consultants fees for 73 days.

HOW TO APPLY:

1.Expertise and Experience

• Education specialist with appropriate qualifications and extensive experience.

• Previous experience of working with Kenyan government schools and a strong understanding of the Kenyan curriculum.

• Demonstrable understanding of the needs of girls in the Kenyan schools system.

• Demonstrable experience of developing teacher training materials for teachers and delivering training of trainers.

• Experience of working within a dispersed team, remaining self-motivated, using initiative and responding appropriately to constructive feedback.

• Able to reliably access the Internet

2.Application Process

1) Interested consultant must submit the following documents:

a) Cover Letter

b) CV including reference details of previous clients

c) Sample of previous work in similar consultancy work (development of teacher training materials), with contact details for commissioning client.

d) Technical proposal including:

i) Outline of approach and details of what you will do to meet the objectives;

ii) A timeline of consultant workplan (guided by Section 6 of this document);

iii) Details of the approach the consultant will take to child safeguarding during the needs assessment;

iv) Full budget based on activities of the consultant, as well as any consultant and data collector fees

2) If an applicant intends to work in a team, they should indicate all team members and attach their CVs. Clearly highlight the Team leader (whose minimum qualification should be Masters’ level).
