In liaison with the Nutrition coordinator organize day-to-day logistics related to health and nutrition promotion activities.

To consistently seek technical guidance, provide feedback and report regularly to the Nutrition coordinator.

Conduct community mobilizations and sensitization for health education.

Carry out an assessment to identify health promotion /behaviour change needs in the community.

In liaison with nutrition officers, nutrition coordinator , MOH staff, CHWs and community, members, review the health education strategy and come up with a BCC/IEC strategy for health and nutrition programme

Lead development of health and nutrition promotion messages to pass to the community members and other target groups( mothers, fathers, youth, school going children etc)

Develop Health and Nutrition Information, Education and Communication Work plan and lead in its implementation by Planning and coordinating the programs with community groups

Participate in any other program related activities as directed by the line manager.

Ensuring that school health education and promotion and the community wide health education sessions are to the Save the Children standard1. Health and Nutrition promotion trainings

Participate in the development of on job training curriculum and tools and take lead in all health and nutrition promotion trainings

Help plan and carry out baseline studies and feedback findings to the nutrition coordinator on health and nutrition promotion activities

Use participatory approaches as much as possible throughout the project delivery and monitoring

Follow up with the various community groups, in their communities and assess for behaviour change.

Participate in the design, development and implementation of an M&E framework for all hygiene promotion activities.

Write activity reports to document the process of implementation, lessons learnt and good practice and ensure information is widely disseminated

Collation and analysis of activities and their influence on other public health indicators

Participate in the design and execution of surveys - where the hygiene component will be measured - according to national guidelines

Prepare monthly activity reports as well as donor reports.3. Supervision

Develop a comprehensive plan for supervision of all the Community Volunteers on promotion activities

Assist the community Volunteers implementing promotional activities to document and plan activities on a monthly basis.

Document and share lessons learnt in a comprehensive and detailed manner to enable track trends on changes on a timely basis4. Network and coordinate with the relevant sectors and agencies in implementing promotional activities at community level

Identify areas of synergy in the field with the ministry of water, Ministry of Agriculture, Ministry of education and other implementing agencies working with communities.

Come up with a comprehensive plan of activities within the identified areas of synergy with the actors named above.

Coordinate with other SCI and MoH field staff to ensure that the various aspects of the hygiene are integrated and well-coordinated

The Procurement Coordinator (PC) is responsible for the sourcing and purchasing of goods and services with in Kenya based on needs of Save the Children’s programmes, managing orders and relations for a complex portfolio of programmes.

At least three (3) years of work experience as a logistician with an international NGO.

3. Disability Mainstreaming Project Final Evaluation
1. Context
Turkana County with a population of 1,011,235 in 2014 is one of Kenya’s Arid and Semi-Arid Land (ASAL) counties situated in the northwest part of Kenya.
The county’s livelihood zones are pastoralism (62%), agro-pastoralism (14%), fishing (8%), urban/peri-urban (16%) {County livestock development plan for Turkana, West Pokot, Samburu and Baringo 2013-2017}.
Agro-pastoralists are found mostly along rivers Turkwel and Kerio, while formal employments/casual waged are found in towns mainly Lokichoggio, Kakuma and Lodwar.
Turkana is a drought prone area that experiences frequent, successive and prolonged spells of drought and malnutrition rates in the county are among the highest in the country.
Traditional unsound beliefs have greatly impacted negatively on health seeking behaviour of the people: most hold beliefs that disability is caused by evil spirits or curse from the gods.
Children and adults with disability are enclosed in their homes and thus prone to missed opportunities such as schooling and health due to social stigma against people living with disability.
Many people living with disabilities in Kenya in general and in Turkana County in particular live in poverty and have limited opportunities to access education, health, suitable housing and employment opportunities {Inclusion of People with Disabilities in Kenya Fact Sheet, 2009}.
In addition, conflicts and insecurity has led to needless loss of lives, displacement of households, and loss of livelihoods, trauma and physical disabilities.
The project to be evaluated is a disability mainstreaming project that started in January 2014 and that is a continuation of similar projects that have been implemented in Turkana County since May 2012 with funding from Christian Blind Mission (CBM).
This project that aimed at improving the lives of people living with disabilities in Turkana County, Kenya, by leveraging on Save the Children on going health and nutrition projects is coming to an end on February 28 2015.
The overall objective of the project is to contribute to improvements in the quality of life of people with disabilities in Turkana County while the specific objective is to ultimately increase access of people with disabilities to interventions that can improve their quality of life by:

Sub-objective 1: Prevention of physical impairments arising from avoidable and vaccine preventable childhood diseases, through facilitation of health education, nutrition and immunization programs.

Sub-objective 2: Provision of direct support and referral services to children living with disabilities.

Sub-objective 3: Developing awareness among health care providers within the project areas on the unique needs of PWDs and how to effectively address these needs.

Sub-objective 4: Increasing the capacity of the MOH and DPOs to address the needs of people with disabilities

Sub-objective 5: Increasing awareness levels on disability issues aimed at creating an inclusive society.

Sub-objective 6: DPOs are engaged in disability-specific initiatives that build their resilience and reduce vulnerability of PWDs

Sub-objective 7: Establishing and promoting child friendly environments for children living with disabilities in schools and health facilities2. Scope of the evaluation
The evaluation will cover Save the Children interventions in the disability mainstreaming project in in four sub-counties of Turkana County.
The specific project sites within Turkana to be covered during the field phase of this evaluation will be proposed and selected during the planning meetings with the consultant but a sample of key sites from the 4 sub-counties where the project was implemented will be selected.
The selection criteria will be agreed upon with the field teams.
3. Purpose of the evaluation

The consultant should preferably be a holder of a post graduate degree in public health, sociology, anthropology and/or related discipline.

A reputable consultant with documented experience implementing disability mainstreaming projects in developing countries is not a requirement but can be an asset

3. Evaluation of project: “Support to non-state actors and local authorities in Turkana County to deliver quality reproductive health and nutrition services”
Purpose of the evaluation
The primary purpose of this evaluation is to analyze the results obtained by the project compared to the goal and purpose that were defined for it and assess the relevance, impact, sustainability, effectiveness and efficiency of the project that will be important for informing future similar interventions in Turkana County.
The results of the evaluation will facilitate decision making regarding improvements to be made in future actions and to establish lessons learnt to be shared with partners and health authorities.
6. Scope of work

Verbal briefing with Save the Children Country office Technical Staff to discuss background and key issues for the evaluation.

Background desk review of all relevant project documents including, and not limited to, the project proposal, baseline survey report, monitoring and evaluation plans, project log frames, work plans, budget, progress monitoring reports and financial reports.

Develop a detailed evaluation inception report that should present the approach, methodology, detailed planning and logistics support requirements and data collection tools to be used. The inception report should be developed within 3 days after the meeting with the Country Office Technical staff.

Hold a briefing meeting with the field office technical and implementation staff.

Undertake field work exercise at the project sites in Turkana County.

Prepare and share draft report based on the field work findings.

Present 3 copies of the final report and a soft copy within 5 days of receipt of comments.

Consultant will further be expected to prepare a PowerPoint presentation of the final report highlighting the findings and using a template that will be provided by Save the Children.

The final report should not exceed 30 pages, excluding annexes, and should conform to the following format; Executive Summary (including main findings and recommendations), Introduction, Methodology, Results/Findings presented per each project result area and evaluation objectives set out in a results matrix against each indicator, conclusions and recommendations, annexes (including data collection tools, list of evaluation team, target group interviewed and consulted and reference to the documents reviewed

Submit all data sets including transcribed qualitative data/information4. Deliverables for the call for proposals for the consultancy

A technical proposal outlining the methodology with mention of the data collection tools and approaches to be used for the evaluation. The technical proposal should also include a detailed implementing plan outlining key timelines within a 16 day period.

Financial proposal (which should only include the fees payable (in Kenya Shillings) to the consultant(s) as all other fees (travel and accommodation) related to the evaluation will be taken care of by Save the Children within its policy guidelines.

The consultant(s) will be expected to be specialized in evaluating or implementing Maternal, Newborn and Child Health (MNCH) programmes, through the community health strategy.
The consultant(s) will have the primary responsibility for conducting the evaluation and writing of the evaluation report.
Specifically, the consultant will possess:

Advanced university degree in public health/ health systems management or related health field.

At least 10 years’ experience in the area of maternal, newborn and child health and public health.

Sound knowledge and experience working in the counties of Northern Kenya, and familiarity with their health systems.
