Country Representative – Kenya

Position Start Date:the 15th of March 2015

Supervisor: Desk Officer, based in Head Office

Closing date :the 27th of January 2015

Contractual conditions:

Swiss salaried contract 4 140 CHF (~3 310 €) < > 5 300 CHF (~4 240€) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight. Details of conditions and advantages

General description of the position:

As a representative of the Foundation, the Country Representative leads, coordinates and manages all the activities linked to the Terre des hommes projects in his/her country of assignment: Network work, planning, checking and evaluation of the projects, fund-raising, human resources, finances and administration.

Main responsibilities:

Strategy and policy:

To participate in drawing up Foundation strategies and policies by including the thoughts of the staff in his/her delegation

To lead the development of the overall intervention strategy in the country of responsibility and provide a national and regional framework for its implementation with the headquarters

To analyze the national context and draw up strategic guidelines for the country in coordination with the parties concerned: Collect the data and analyze the opportunities and the risks

To define and to implement an operations strategy: financial, HR and thematic in coordination with the headquarters and the institutional organizations

Personnel management / team management :

To lead, to train and to support the teams of expatriate and local employees

To recruit and/or to assist with the recruitment of expatriate and local staff

To ensure that the files of the expatriates are monitored (plane tickets, JD, action plan, job opening, monitoring of leave, etc.) in contact with the headquarters

Skills development :

To offer strategic and technical support and advice to the delegation's managers and staff

To identify the managers' and employees' training needs and organize local or internal training sessions in collaboration with his/her immediate employees

To explore at a national level the possibilities of collaborating with other organizations for Tdh team training or indeed of offering training support on behalf of Tdh to these organizations

Budget :

To propose the annual budget for the country of responsibility, keeping within the financial ceiling and following the instructions given by the headquarters.

To lead the search for funding and the negotiations with the sponsors present in the intervention zone in coordination with the Headquarters

To participate in the monthly review of the budget, in order to direct future spending and the delegation's allocations

To make sure that Tdh operations in the country are fully financially covered

To provide financial monitoring and monitor the contracts

To take the overall responsibility for all the funds sent to the delegation

Fundraising:

To represent Tdh before the sponsors: establish and update an address book of potential sponsors covering the intervention Country

To participate in information meetings for sponsors which are held at a national level and send the information collected to the Headquarters

To coordinate, promote, supervise or negotiate the contracts (in agreement with the Headquarters) and follow up with the institutional donors

Administration / logistics and recovery services:

To make sure that delegation regulations and procedures exist in administrative and financial matters and human resources

To ensure that the contracts, regulations and procedures comply with the national laws

To ensure that Tdh administrative and logistical processes and procedures are properly observed within the delegation

To analyze the operational processes in place and to analyze their relevance and effectiveness: to take steps to readjust them if necessary

Advocacy - Representation – Networking:

To support and to facilitate advocacy projects and strategies relating to the delegation

To carry out all the formalities required by the government and the other official agencies

To coordinate, to develop and to reinforce partnership actions at a national level with the partners in the same activity sector: sectorial working group, clusters, etc.

Information / Publications / Communication / Reporting :

To be responsible for producing reports

To produce publications in coordination with the area to which s/he belongs and the Communication Dpt and Fundraising

To make sure that Tdh operations have a high profile in the local media

To plan and provide a framework for the drafting of the narrative reports and financial reports

To valid the relevance of the field work as regards the substance of the program

Project Cycle Management:

To plan and to pre-validate project proposals before submitting them to the headquarters

To be responsible for producing reports and ensure strict adherence to the time limits established by the headquarters and the sponsors as well as the reliability of the information produced and the confidentiality of the mission's sensitive information

To supervise or to draft funding requests

To ensure coordination and consistency between the different projects and intervention zones

In collaboration with the desk at headquarters, to assess the needs of the target populations in order to readjust the ongoing projects if necessary or to launch new projects, to ensure that resources are properly tailored

To ensure the Project Management Cycle (PMC) is being implemented in the delegation’s projects

Child protection policy:

· To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy

· To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Pakistan

· To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies

Profile:

Education: University degree or similar education

Language: required fluency in English

Experiences and aptitudes:

Previous experience of seniority in an NGO / INGO and of working in a developing country, experience of Human Resource Management: good interpersonal skills.

Strong team leadership qualities

A commitment to excellence, attention to detail.

Leadership, maturity and good judgment: able to act clearly and decisively in difficult, stressful conditions.

A commitment to safety and security and the ability to engender this in all staff members.

An solution / outcome oriented approach to programme management supported by a professional knowledge and experience of the principles of PCM.
