Reporting to the Information and Applications Manager, the Information Technology (IT) Business Analyst will support functions related to business intelligence, information management, data, document and record capture and management as well as IT planning, system development and support. Further, the IT Business Analyst is responsible for evaluating business systems to assess how they align with user needs, re-engineering business processes, and training and helping users with software use and data interpretation.
The IT Business Analyst will establish an effective working relationship with the Information and Applications Manager, other branch members, NHIA staff, and external stakeholders who use NHIA systems.
The Technical Support Officer must be experienced in IT and technical areas. An understanding of the healthcare industry and/or insurance business, through work experience in a health care setting or insurance business, is preferred.
Overall Responsibilities
Strategy, Policy, Planning and Performance
Transforms raw data into useful information, allowing for easy interpretation of large scale volumes of facts and statistics.
Designs business reports and status reports.
Identifies and implements new opportunities and strategies to offer historical, current and predictive data, combining internal and external sources.
Information Management
Manages coding, records management and document management.
Ensures data privacy management and compliance, and holds true the integrity of the Data Protection Act.
Information Technology Management
Manages debugging process of application systems
Develops training materials and training end users in use of the applications.
Works with IT vendors to:
Evaluate vendor software under consideration for purchase and reporting application problems to vendors.
Ensures all functional needs are met in a timely manner
Supports the development and implementation of IT resources including the following sub-functions (which may be outsourced):
Requirements analysis – including gathering and documenting business system and user requirements
Business process re-engineering – working with end users to redesign and improve business processes
Solution design – including design of inputs, files structures, interfaces, and reports
Solution acquisition, construction, integration – analyzing systems, developing test plans, testing application systems, reporting problems, and assisting in problem resolution with vendors and end users
Solution deployment – developing and delivering training to end users in proper use of the application systems
Solution enhancement – assessing systems for improvement opportunities, defining enhancement requirements, and assisting with design and implementation of enhancements

Minimum Education and Experience
Minimum Bachelor’s degree in Computer Science, Computer Engineering or Computer Information Systems, Management Information Systems;
Minimum of 5 years of experience in an analyst position within IT, preferably in a health care or insurance environment.
Equivalent education and experience will be considered. For example, an Associate’s degrees in Computer Science, Computer Engineering or Computer Information Systems, Management Information systems will be considered with additional years’ experience.
Without a degree, a minimum of 7 years relevant experience is required.
