Scottish Provident Demolition

Work to demolish Edinburgh’s B-listed former Scottish Provident building is to commence immediately following its acquisition by Standard Life Investments, reports Urban Realm.

The financial giant has entered into a £75m joint venture agreement with Peveril Securities to develop the St Andrew Square property into a speculative 165,000sq/ft mixed use scheme offering a mix of grade A office space, retail and apartments. Completion is due in 2016. 20 Feb

St Leonard’s Street Site

Student housing provider UNITE has announced its acquisition of a 1.8 acre development site on St Leonard’s Street, Edinburgh, upon which it has earmarked a £38m residential development, reports Urban Realm.

The plans entail refurbishment of an existing 8,000sq/ft retail outlet, together with a five-storey building housing shared flats with communal living and kitchen spaces and self-contained studios and follows on from the recent acquisition of plots in Aberdeen and Newcastle. 20 Feb

RICS Scotland Awards Shortlist

Atria Edinburgh, Dundee Waterfront, Glasgow 2014 Commonwealth Games Athletes’ Village and SSE Hydro will be among the projects competing in the 2014 RICS Scotland Awards following the shortlist announcement.

Eight category winners and a Project of the Year will be selected from the 48 shortlisted entries to the awards.

The winners from the Building Conservation, Community Benefit, Design through Innovation and the Regeneration categories will then be invited to represent Scotland and compete against projects from across the rest of the UK, at the overall RICS Awards in London.

The Scottish National Portrait Gallery received the Project of the Year accolade at last year’s awards, with an impressive list of winner across all categories. This included the Clyde Gateway Regeneration project, which went on to win the UK Regeneration Category at the Grand Final, beating London’s Olympic Park.

Sarah Speirs, director RICS Scotland, said: “The quality of entries received this year is truly outstanding and clearly demonstrates the fantastic work being carried out by property professionals. There is a wealth and variety of inspirational new projects and regenerated developments and I am sure it will be a challenging judging process.”

The ECCI will: bring together and direct high-quality research; address the significance of climate change at the science-society interface; inform political decision making; and establish Edinburgh as a leading university in the field.

Hundreds of millions of pounds could be pumped into building projects in Dundee over the next four years, if councillors approve a new capital plan.

Dundee City Council’s capital plan for 2014/2018 proposes a £270 million pound investment across a range of sites in the city.

Under the plan, £55m will be injected into the schools building programme to build new primary and secondary schools, along with refurbishments at existing schools across the city.

The state-of-the-art regional performance centre for sport is also earmarked for a £5m investment, while enhancements are proposed for leisure centres and social care facilities.

Meanwhile, the cost of the city’s new railway station has increased from last year’s estimation of £14.9m to £21.9m.

Plans also include spending to improve the Caird Hall and conference facilities at Shore Terrace, and also tennis court multi-use upgrades and road improvements.

Councillor Ken Guild, leader of the administration, said: “We are investing millions of pounds into building projects in communities across the city with this significant programme which shows our ambitions for Dundee.

“This new plan is proof of our ongoing efforts to help protect jobs and grow the local economy.

“We will do everything possible to encourage local companies to bid for work on council contracts and provide employment and training opportunities for local people.

“Along with the redevelopment of the Central Waterfront, with the V&A and a new railway station, this investment underlines our commitment to help create prosperity for the city.

“You can see change happening on a major scale at the Waterfront as real progress is made in this transformational project.”

Finance spokesman, Councillor Willie Sawers, added: “Our commitment to improve the city is already having a positive impact across communities.

“We are keen that projects in the city can stimulate regeneration and benefit as many people as possible.

“Continuing investment into our school estate is crucial for the years ahead.

“Work on a new Harris Academy has just started following demolition of the old building, while plans are being formulated for the Strathmartine campus which will see replacements for Baldragon Academy and Sidlaw View Primary constructed.

“Meanwhile, we are looking forward to new primaries and community facilities in the Coldside and Menzieshill areas.

“Through this plan, the council is making a solid investment in the future.”

The capital plan will be considered at a special meeting of the policy and resources committee on Thursday February 13.

British Golf Museum Building News

Revised plans to create a rooftop café at the British Golf Museum have been unanimously approved by Fife Council.

The St Andrews museum aspires to extend the building upwards on the Bruce Embankment to provide space for a new entrance, reception and retail space and a rooftop cafe taking advantage of the extensive views of St Andrews Bay and the West Sands.

The café, which will include 80 seats and an outdoor terrace, will also allow the museum to host lectures, events and educational visits for local schools.

Just over a year ago, the council’s North East Fife Area Committee rejected a proposed extension as members said it would impinge upon a view of the world-famous West Sands beach it was designed to overlook and impact on the landscape setting of the neighbouring Royal and Ancient Golf Club listed building.

However, a fresh application was approved after councillors were told the orientation of the proposals had been changed.

The first floor extension, which will raise the height of the museum by 3.9 metres, would comprise the main café area which would sit on a north-south axis running parallel with Golf Place.

The main body of the proposed café is a rectangular room with triangular spaces at each end.

Recommending conditional approval, Fife Council service manager Alastair Hamilton said that whilst clearly visible, the proposed extension would have a “limited impact” on the West Sands or neighbouring historic buildings.

Mr Hamilton said: “In this instance, due to the high quality and well considered design of the proposed scheme, it is considered that the proposed extension and alterations would enhance the appearance of the existing building and visual amenity of the surrounding Bow Butts area whilst preserving the character and appearance of the St Andrews Conservation Area, the historic St Andrews skyline and the setting of the neighbouring listed building.

“Furthermore it is considered that the café extension would enhance the range of facilities at this important tourist attraction, ensuring the long term viability of the museum and benefiting the wider tourist industry and local economy in this area.

“The proposal would not result in any adverse impacts with regards to residential amenity or road safety issues. It is considered that the proposal complies with the terms of the development plan and related national guidance.”
